That information will be forwarded to <br />the Board prior to the work session. Further, Mr. Day briefly reviewed the <br />proposals previously received for construction management services. He <br />stated this issue would also be discussed further at the work session on <br />April 4th. <br /> <br /> <br />(E-2) NC 73 / Poplar Tent Road Plan update <br /> <br />Rodger Lentz, Planning and Zoning Manager, presented a brief update on <br />the multi-jurisdictional planning effort for properties located around the <br />intersection of NC 73 and Poplar Tent Road. He reported the planning process <br />is on schedule and property owners of large tracts of land were interviewed <br />to determine the future plans for their property. The next step is to <br />conduct an economic analysis with the results to be presented in April. <br /> <br />(E-3) Designing Cabarrus Update <br /> <br />Rodger Lentz, Planning and Zoning Manager, reported workshops will be <br />held for the Designing Cabarrus project on April 7 to receive public input on <br />options related to the design of residential development. The options survey <br />will also be available on the County website for public input. The consultant <br />will use the information obtained from these workshops and the website to <br />develop the first draft of the new regulations. <br /> <br />As requested at a prior meeting, Mr. Lentz presented a spreadsheet that <br />identified the subdivisions and the 1,721 lots approved since the moratorium <br />was enacted on December 20, 2004. He reported that building permits for <br />single family detached homes totaled 486 for the period December 20 through <br />March 9 as compared to 245 for the same time period last year. <br /> <br />vice Chairman Carruth proposed the possibility of requiring build-out <br />schedules for developments over 100 lots in order to better develop long <br />range plans for roads, schools, emergency services, etc. <br /> <br />Mr. Lentz responded to questions concerning the impact of growth on <br />traffic projections and road improvements. He reported the traffic impact <br />study requirements are currently being re-written. <br /> <br />Mr. Day reported that the North Carolina State University, College of <br />Natural Resources, will hold a conservation-based development seminar on <br />April 20, 2005, at Catawba College in Salisbury. Board members were invited <br />to attend. <br /> <br />(F) CONSENT AGENDA <br /> <br />Vice Chairman Carruth requested Consent Item F-2, Consent Agreement <br />with pulte Home corporation for the Laureldale Subdivision, be removed from <br />the Consent Agenda and added as New Business Item G-3:5. <br /> <br />(F-l) Consent Agreement with Kiser Development Company for the Pleasant <br />Oaks Subdivision <br /> <br />Kiser Development Company is developing the Pleasant Oaks Subdivision <br />consisting of 170 single family lots on approximately 85.70 acres off NC <br />Highway 73 (East). The Cabarrus County Planning and Zoning Commission <br />approved the subdivision on February 21, 2005, and the developer has agreed <br />to donate $4,034.00 per lot to advance adequacy of public schools. <br /> <br />UPON MOTION of Commissioner Privette, seconded by vice Chairman Carruth <br />and unanimously carried, the Board approved the Consent Agreement between <br />Cabarrus County and Kiser Development Company for the Pleasant Oaks <br />Subdivision, including the payment of $4,034.00 per unit to advance school <br />
