She <br />also pointed out that Highway 73 is the major evacuation route in the event <br />of a nuclear chemical accident. In summary, she explained the importance of <br />emergency response times in providing medical care. <br /> <br />James E. Scarbrough, Attorney with Ferguson, Scarbrough and Hayes P.A., <br />and representing the property owner Shiloh Farms, submitted a written <br />statement that addressed the following: due process hearing; ex parte <br />communications i and findings of fact. He stated the petitioner is entitled <br />to a due process hearing and asked the Board to make findings of fact if the <br />application is rejected. <br /> <br />Mary Ann Livingston of Bradford Road reported her property is next door <br />to the proposed Wellington Chase subdivision and that her family has lived on <br />the property since the 1700's. She commented on the traffic problems on <br />Bradford Road and questioned whether the homes in Moss Creek or Wellington <br />Chase would last as long as her home has lasted. <br /> <br />Karen Daugherty of the Odell Community asked the Board to vote "no" on <br />the Wellington Chase subdivision. She commented on the traffic problems in <br />the Odell Community and stated that Cabarrus County should not become a <br />bedroom community. <br /> <br />Paul <br />Wellington <br />approvals <br />complained <br /> <br />Penney of Hunters Trace Drive asked the Board to deny the <br />Chase appeal. He stated the cumulative effect of past subdivision <br />on traffic has not been taken into consideration. He also <br />of overcrowded schools. <br /> <br />Steve Myers of Odell School Road <br />Wellington Chase appeal and to defend <br />landowner. Mr. Doran also objected to future <br />annexation into the City of Kannapolis and complained about the Kannapolis <br />Police Department and the educational system. <br /> <br />Peggy Austin of Sheridan Drive complained of the traffic conditions on <br />Highway 73. She stated the County should be careful with regard to growth and <br />density issues and commented about the potential for future slums. She also <br />stated she did not want to be annexed into the City of Kannapolis. <br /> <br />Elizabeth Johnson, resident of the Odell Community, stated she was <br />opposed to additional development in the Odell community for the following <br />reasons: overburdening the volunteer fire department; increased traffic flow <br />and air pollution; overcrowded schools; creation of aesthetically displeasing <br />landscapes; loss of ecosystems and wildlife habitat; infringement upon <br />agricultural land; and an overall reduction of the quality of life. <br /> <br />Jennifer Cole of Odell School Road stated she was opposed to the <br />Wellington Chase subdivision due to severe traffic congestion and school <br />overcrowding. Ms. Cole, a Registered Nurse, commented on providing medical <br />assistance at a recent traffic accident on Highway 73 that also required her <br />to direct traffic. Further, she expressed concern about excessive speeding <br />on Highway 73. <br /> <br />Jamie Craven of Odell School Road stated she was against the Wellington <br />Chase subdivision due to school overcrowding. She complained about school <br />busing, including continued changes in the bus routes and her child's bus <br />ride of over 45 minutes from Odell Elementary to her home. <br /> <br />There was no one else to address the Board, and Chairman Carpenter <br />closed that portion of the meeting at 8:57 p.m. <br /> <br />(E) OLD BUSINESS <br />
