<br />April 18, 2005 (Regular Meeting) <br /> <br />Page 143 <br /> <br />(E-2) Consent Agreement with Pu1te Home Corporation for the Laure1da1e <br />Subdivision <br /> <br />At its meeting on March 21, 2005, the Board tabled the Consent <br />Agreement with Pulte Home Corporation for the Laureldale Subdivision until <br />the April meeting. The Concord Planning and zoning Commission granted <br />preliminary plat approval for the subdivision on January 18. <br /> <br />UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board voted to table the Consent Agreement with <br />pulte Home Corporation for the Laureldale subdivision for 30 days until the <br />next meeting. <br /> <br />(E-3) <br /> <br />NC 73 / Poplar Tent Road Plan Update <br /> <br />Rodger Lentz, Planning and Zoning Manager, presented key planning dates <br />for the NC 73/poplar Tent Road project. He reported the findings of the <br />Economic Development Opportunities study will be presented at meetings on <br />April 25 and 26. A kick-off meeting for the NC 73 Public Charrette is <br />scheduled on May 16 and will begin a week-long planning process. <br /> <br />(E-4) <br /> <br />Designing Cabarrus Update <br /> <br />Rodger Lentz, Planning and Zoning Manager, presented an update on the <br />Designing Cabarrus process to develop new subdivision design standards. <br />Planned activities for completing the process include the development of the <br />initial draft by the consultant, draft presentation workshops, revisions to <br />the draft and revisions workshops. A final version is to be provided to the <br />County Commissioners and Planning Commission with the public hearing and a <br />decision to occur on June 20. <br /> <br />He reported approximately 50-60 persons participated in the recent <br />options workshop and completed the residential subdivision design survey that <br />asked for input as to whether various tools should be required, optional, <br />incentive or not used at all. Also, over 90 persons have completed the online <br />survey with results in a similar range as to those obtained at the workshop. <br /> <br />Mr. Lentz also presented an update on the Zoning Map Amendment process. <br />The timeline included the following activities: April 18 - presentation of <br />options to County Commissioners; April 19 - website comment form and zoning <br />map viewing tool available on the county website; April 21 - public drop-in <br />session at the Governmental Center and distribution of options to the <br />Planning and Zoning Commission; May 2 - Present recommended zoning map at <br />commission agenda workshop; May 19 - Recommendation by Planning and Zoning <br />Commission; and May 23 - Public hearing and action by County Commissioners. <br />Mr. Lentz reviewed the four map options that will be on-line for public <br />input: (1) Current zoning; (2) Board of Commissioners' input option; (3) Area <br />Plan option; and (4) City input option. He reported the new zoning <br />classification "Office and Institutional" based on initial findings from the <br />Leak Goforth Economic Development study had been added to the draft map <br />options. <br /> <br />There was a brief discussion on the best way to graphically display the <br />four maps on the website. <br /> <br />(F) CONSENT AGENDA <br /> <br />(F-1) Authorization to Award Service Weapon to Chief Tony McGuire on his <br />Retirement from the Cabarrus County Sheriff's Department <br /> <br />UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board, pursuant to North Carolina General <br />Statute 20-187.2, declared surplus and authorized the award of the service <br />weapon (Sig 40 Caliber, Model: P226R, Serial Number U684270) for the price of <br />$1.00 to Chief James Anthony ("Tony") McGuire, upon his retirement from the <br />Cabarrus County Sheriff's Department on April 29, 2005. <br /> <br />(F-2) <br />Parks <br />Liske <br /> <br />Resolution Authorizing the Disposition of Surplus Property Held by the <br />and Recreation Department from the Holiday Highlights Program at Frank <br />Park <br /> <br />It has been determined there is a significant amount of surplus <br />property held in inventory at Parks and Recreation storage facility. This <br />surplus is due to the cessation of the Holiday Highlights program at Frank <br />Liske Park. <br />
