<br />April 4, 2005 (Work Session) <br /> <br />Page <br /> <br />132 <br /> <br />Commissioner Privette requested the initiation of a pretrial release <br />program be placed on the April Agenda. <br /> <br />Mr. Day suggested that the Board appoint a committee to study the <br />pretrial release program and make a recommendation to the Board. <br /> <br />By consensus, the Board agreed to establish a pretrial release program <br />study committee with membership to include the following: Senior Resident <br />Superior Court Judge Erwin Spainhour, Chief District Court Judge William G. <br />Hamby I Jr. I a Magistrate, the County Manager (Deputy County Manager Mike <br />Downs), Sheriff Brad Riley, Bail Bondsman Randy Cauthen, and Commissioner <br />Privette. The Board further agreed not to place the Pretrial Release Program <br />on the April 18th Agenda and to wait for a recommendation by the committee. <br /> <br />Designing Cabarrus - Densities in the Unincorporated Areas <br /> <br />Rodger Lentz, Planning and Zoning Manager, reviewed the proposed <br />changes in density for unincorporated areas of the County. He utilized a <br />series of three maps to identify the following: current zoning, zoning based <br />on area plans and availability of utilities and zoning representative of <br />input from the cities for certain areas. Mr. Lentz reviewed current and <br />proposed initial and maximum densities for the Low Density and Medium Density <br />residential areas. He also discussed the use of performance standards in <br />determining density. <br /> <br />After discussion, there was general agreement to include for public <br />input a fourth map with the density in certain areas, including an area north <br />of Highway 73, reduced to one unit per acre. <br /> <br />Mr. Lentz responded to questions regarding road improvement projects on <br />the Transportation Improvement Plan. There was a general discussion of the <br />North Carolina Department of Transportation (NCDOT), including the need to <br />reform NCDOT and disparities with the equity formula used to determine <br />transportation funding. <br /> <br />Mr. Lentz reviewed the timeline for the Designing Cabarrus project that <br />included the following: public workshops, presentation to the Commissioners <br />and the Planning and Zoning commission, public drop-in sessions, public <br />hearings and action by the Board of Commissioners. He stated there would be <br />a meeting with the consultants on April 8 at 12:00 noon for elected/appointed <br />officials, managers, etc. <br /> <br />commissioner Juba agreed to attend the meeting on April 8. Chairman <br />Carpenter and Vice Chairman Carruth will check their calendars and one will <br />attend. <br /> <br />The Board took a short break at 5:19 p.m. <br /> <br />The meeting reconvened at 5:33 p.m. <br /> <br />Justice Center - Schematic Design <br /> <br />Kelly Sifford, Community Development Manager, stated her availability <br />to answer questions about the schematic design of the Justice Center. She <br />responded to concerns about the windows in the Jail and the value engineering <br />process. <br /> <br />UPON MOTION of <br />unanimously carried, <br />Center as presented <br />Commissioners. <br /> <br />Commissioner Juba, seconded by Commissioner Privette and <br />the Board approved the schematic design of the Justice <br />at the March 21, 2005 regular meeting of the Board of <br /> <br />Temporary Jail - Advertise for Bids <br /> <br />Kelly sifford, Community Development Manager, reported the design of <br />the temporary jail was nearly complete. She stated a pre-bid conference was <br />tentatively planned for May 4th with bid opening to occur on May nth. <br />Further, she reported a recycling policy would be included in the bid package <br />and that contractors would be required to carry mold insurance. <br /> <br />By consensus, the Board authorized Ms. Sifford to proceed with <br />advertising and receiving bids for the construction of the temporary jail. <br /> <br />Justice Center - Construction Management <br />
