<br />May 2, 2005 (Work Session) <br /> <br />Page 157 <br /> <br />Rodger Lentz, Planning and Zoning Manager, reported petition No. C2005- <br />02 (R-CU) was approved 5-4 by the Planning and Zoning commission on April 21. <br />Since this was not a super majority, the petition will be automatically <br />forwarded to the Board for a final decision. He explained that sworn <br />testimony will be received during the public hearing on May 23 regarding the <br />requested rezoning to allow a concrete plant on NC Hwy 24/27 East. <br /> <br />petition COS-01(ZT) - Zoning Text Amendment to Add Contractor and Trade Shops <br />as a Use Permitted by Standards in the Agricultural and Open Space (AO) <br />Zoning District <br /> <br />Rodger Lentz I Planning and Zoning Manager I reported Don Browder had <br />requested a text amendment to permit contractor and trade shops in the AO <br />Zoning District. He reviewed the proposed standards and stated these <br />standards would apply in the AO zoning districts throughout the County. The <br />Planning and Zoning Commission recommended approval of the text amendment at <br />its April 2005 meeting. <br /> <br />The public hearing on the zoning text amendment will be held on May 23. <br /> <br />COS-04(R) - Countywide Zoning Map Amendment and Proposed Establishment of Two <br />New Zoning Districts - Office-Institutional and Manufactured Housing Overlay <br />Zone <br /> <br />Rodger Lentz, Planning and Zoning Manager, reviewed the comments <br />received during a recent public drop-in session on the proposed changes in <br />density for the unincorporated areas of the county. He also reviewed the <br />four option maps [current zoning, area plans (draft), City input (draft) and <br />County Commissioners input (draft)] which were presented at the drop-in <br />session and are posted on the County's website. He stated approximately 25 <br />people attended the drop-in session and a majority of them chose the "County <br />Commissioners input map" option. The map reflected comments received from <br />the Economic Development Study prepared by Leak Goforth, which called for the <br />establishment of two new zoning districts, Office-Institutional and <br />Manufactured Housing Overlay Zone. Mr. Lentz stated a public hearing is <br />scheduled for May 23 for consideration of one or all of the maps. Because <br />the density maps and the design standards work together, he suggested the <br />Board defer voting on the density map until June 20th when the design <br />standards are completed. <br /> <br />Mr. Lentz also reviewed a Density and Lot Comparison sheet that <br />compared the existing (traditional and customized) and proposed <br />(conventional, conservation and amenity) standards for density, tract area, <br />open space, lot size, front, rear and side setbacks, lot width, impermeable <br />surface and structural coverage for the following zoning districts: <br />Agricultural - Open Space; Countryside Residential; Low Density Residential; <br />Medium Density Residential; and High Density Residential. He responded to <br />questions by the Board regarding the proposed densities. <br /> <br />There was discussion regarding densities in various areas of the <br />county, including the request by the City of Concord for higher densities in <br />those areas in which utility investments have been made. <br /> <br />In conclusion, Mr. <br />presentation at the public <br />Commissioners input mapu <br />Comparison chart. <br /> <br />Lentz asked Board Members <br />hearing, if there were any <br />and for any feedback on <br /> <br />to choose a map for <br />changes to the ~County <br />the Density and Lot <br /> <br />By consensus, the Board selected the "County Commissioners input mapll <br />(draft) for presentation and discussion at the public hearing on May 23. <br /> <br />Partnership Proposal for North Cabarrus Park - Outdoor Educational Classroom <br /> <br />Steve Little, Director of Parks and Recreation, presented a partnership <br />proposal between Cabarrus County, the City of Kannapolis, and the Church of <br />God to develop an outdoor education classroom and programs at North Cabarrus <br />Park. He stated the Park was chosen for its location, amenities, and <br />conservation learning sites. Also, the only required construction will be the <br />installation of a series of stones to be used as student seating at an <br />outdoor amphitheatre. No local funds will be used in this project and the <br />Parks and Recreation Commission unanimously endorsed the project in April. <br /> <br />Dawn Brown, Soil and Water Conservation District, reported a grant was <br />received for the outdoor classroom from the North Carolina Foundation for <br />Soil and Water Conservation Districts. She stated North Cabarrus Park is a <br />perfect location because it has all environmental learning sites (i.e. water, <br />soil, aquatics, forestry, etc.). <br />
