<br />May 2, 2005 (Work Session) <br /> <br />Page 158 <br /> <br />By consensus, the Board agreed to put the Partnership Proposal on the <br />May 23rd Agenda as a Consent item. <br /> <br />Youth Athletic Sponsors for New School/Park Sites (Pitts School Road <br />Elementary, Bethel Elementary and Kannapo1is Middle <br /> <br />Steve Little, Director of Parks and Recreation, presented a <br />recommendation from the Cabarrus County Parks and Recreation Commission on <br />youth athletic sponsors for new school/park sites. The recommended sponsors <br />were as follows: Kannapolis Middle School - City of Kannapolis Parks and <br />Recreation; Pitts School Road Elementary Harrisburg Youth League; and <br />Bethel Elementary School Bethel Athletic Association. The current use <br />agreement with the Cabarrus County and City of Kannapolis Boards of Education <br />allows the department sponsored activities second priority use of all school <br />facilities and other groups or agencies have third priority use. <br /> <br />By consensus, the Board agreed to place the youth athletic sponsors for <br />new school/park sites on the May 23rd Agenda as a Consent item. <br /> <br />Ball Field Construction at Harris Road Schools <br /> <br />Jonathan Marshall, Director of Commerce, reported there is currently <br />only one permanent ball field serving Harris Road Middle School. Also, the <br />construction of the elementary school will result in the removal of a second <br />temporary field. County staff and County schools staff have been working <br />with J & B Development, the developer of Moss Creek Subdivision, to develop a <br />plan for additional ball fields to serve both schools and the community. The <br />concept plan includes construction of two baseball fields (200' and 275'), a <br />soccer field (160' by 320'), and room for a future baseball field (200') on <br />property that contains a stream and wetlands. <br /> <br />Mr. Marshall reported J & B Development prepared the preliminary site <br />plan at no charge and proposes to do the work for the County because they are <br />interested in the Odell School site. He said J & B Development is looking <br />for consideration for the work they have put into this site to go either <br />towards the Odell site directly as a contribution towards their bid or as a <br />reimbursement if there was another successful bidder for that property. He <br />said the Odell property is still titled to the Board of Education and would <br />have to be transferred to the Commissioners for sale. <br /> <br />Steve Little, Director of Parks and Recreation, reported there is a <br />shortage of ball fields in the Northwest part of the County. He said the <br />Odell Youth League is the second largest league in the County. <br /> <br />By consensus, the Board agreed to place the ball field construction <br />proposal on the May 23m Agenda as a Consent item. <br /> <br />Special Olympics Agreement <br /> <br />Mike Downs, Deputy County Manager, presented a service agreement <br />between Cabarrus County and the Cabarrus County Board of Education for <br />administering the North Carolina Special Olympics Program. He reported the <br />existing agreement expires on June 30, 2005 and that the new agreement has <br />been drafted with a five-year term. Mr. Downs stated the Schools had <br />requested an increase in funding of the director's salary/benefits from 75 <br />percent ($34,430.00) to 100 percent ($43,408.00). He commented on the <br />success of the program and suggested the director's salary/benefits be <br />increased to 85 percent or 100 percent for the FY 05/06 budget. Mr. Downs <br />also briefly reviewed a small change to Item No.5, including support <br />services, under County Obligations. <br /> <br />After discussion, it was generally agreed to increase the funding of <br />the director's salary/benefits to 100 percent. This item will be placed on <br />the May 23rd Agenda as a Consent item. <br /> <br />Review of RFQ for Construction Manager at Risk for Jail/Sheriff's Office <br />Project <br /> <br />Kelly Sifford, Community Development Manager, reviewed the Request for <br />Qualifications (RFQ) for the Construction Manager at Risk for the Justice <br />Center project. She discussed the following minor changes to the document: <br />increasing the gross maximum price appropriation to 90 percent of <br />construction documents; reinstating the minority business clause that was <br />accidentally deleted; and added a qualifier's work reference for major <br />subcontractors and prime contractors. <br />
