<br />May 2, 2005 (Work Session) <br /> <br />Page 159 <br /> <br />Commissioner Juba commented on the importance of having "Standards of <br />Practice" in the RFQ to show how the project will be managed. <br /> <br />After discussion, the Board by consensus agreed for Ms. Sifford to <br />proceed with issuing the RFQ with the recommended changes. The Board also <br />agreed for Commissioner Juha to assist Ms. Sifford in reviewing the RFQ's. <br /> <br />Replacement of EMS Vehicle <br /> <br />Pam Dubois, Deputy County Manager, reported a Ford Expedition assigned <br />to the Emergency Medical Services (EMS) Department had been involved in an <br />accident. She stated the book value of the vehicle, which has over 100,000 <br />miles, is $6,000.00 with damages estimated at $4,000.00. David Hampton, <br />Director of Emergency Medical Services, has located a discounted 2005 model <br />through Hilbish Ford with a savings of $6,000.00 over the 2006 model. <br /> <br />By consensus, the Board authorized staff to order the <br />Expedition from Hilbish Ford and agreed to place the vehicle <br />request on the May 23 Agenda as a Consent Item. <br /> <br />2005 Ford <br />replacement <br /> <br />Rowan-Cabarrus Community COllege Parking Lot Project Bids <br />Additional Funding <br /> <br />Request for <br /> <br />Pam Dubois I Deputy County Manager, presented a request from Rowan- <br />Cabarrus Community College (RCCC) for $69,560.00 in additional funds to <br />complete the RCCC Parking Lot Expansion Project. She reported the following <br />reasons attributed to the increased bid price: (1) A general increase in <br />steel and concrete prices i (2) Significant modifications to the retention <br />pond as required by the City of Kannapolis; (3) Additional costs for <br />geotechnical samples; and (4) Existing market conditions within the local <br />engineering and paving industry. Ms. Dubois reported contingency funds were <br />available within the parking lot project and Phase II construction of <br />Building 3000 project to cover these price overruns. <br /> <br />By consensus, the Board agreed to place the additional funding for the <br />Rowan-Cabarrus Community College Parking Lot Expansion project on the May 23 <br />Agenda as a Consent Item. <br /> <br />Request to Change the Road Name of Harris Road Middle School to Patriot <br />Plantation Boulevard <br /> <br />Jonathan Marshall, Director of Commerce, reported the Cabarrus County <br />Schools had requested that the driveway to Harris Road Middle School be named <br />"Patriot Plantation Boulevard". He stated the property is titled to Caharrus <br />County. <br /> <br />By consensus, the Board authorized the Chairman to <br />petition for the naming of Patriot Plantation Boulevard. <br />will be held at the May 23rd meeting. <br /> <br />sign the road name <br />A public hearing <br /> <br />Review of Road Name "Talbert Farm Road" approved by the Board in February <br />2004 <br /> <br />Jonathan Marshall, Director of Commerce, reported some residents were <br />unhappy with the road names of "Talbert Farm Roadll and \\Talbert Farm Place" <br />that were approved by the Board in February. He stated the original road <br />name petition did not meet the 50 percent threshold without the County's <br />participation as a property owner. petitions have now been submitted to name <br />the easement "Irish Potato Road Extensionll or to leave the easement unnamed. <br />Mr. Marshall said staff did not support either petition and preferred that a <br />compromise be reached for a road name that will be agreeable to all the <br />residents. <br /> <br />Bobby Smith, Director of Emergency Management, reported emergency <br />personnel, including fire, ambulance and first responders, were having <br />trouble locating this unnamed easement. He stated the request for a <br />specific road name and road signs had been made to help direct emergency <br />crews to the residents in that area. <br /> <br />Chairman Carpenter reported she had spoken to two residents who stated <br />they were not made privy to choosing the road name of Talbert Farm Road until <br />after the fact. Further, she said the residents complained about the expense <br />of changing their address on licenses, etc. <br /> <br />Mr. Marshall stated none of the notification letters to residents were <br />returned, but future letters will be sent by Registered Mail. He said a <br />public hearing is required to consider the new road name petitions. <br />
