Bonds, Clerk to the Board <br /> <br />(F-16) Contract with Stark Associates for Administration of the 2005-06 <br />HOME Program <br /> <br />The following proposals for administration of the 2005-06 HOME Program <br />were received: Centralina Council of Governments (verbally declined to bid), <br />CMR Services ($23,000.00), and Stark Associates ($22,151.00). Staff <br />recommended continuing to employ Stark Associates to administer the FY 2005- <br />06 HOME Program. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman Carruth <br />and unanimously carried, the Board approved the selection of and contract <br />with Stark Associates for administration of the 2005-2006 HOME Program. <br />Further, the Board authorized the County Manager to execute the contract on <br />behalf of Cabarrus County, subject to review by the County Attorney. <br /> <br />(F-17) <br /> <br />Development of an Outdoor Bducation Classroom at North Cabarrus Park <br /> <br />North Cabarrus Park has been selected for the development of an outdoor <br />education classroom through a joint partnership by Cabarrus County, <br />public/private school systems, the University of North Carolina at Charlotte, <br />Cabarrus County Soil and Water Conse,vation District and Cabarrus County <br />Extension Services. State Grant and private funds will be used to construct <br />the facility which will require only minor modifications to the Park. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman Carruth <br />and unanimously carried, the Board approved the Partnership Proposal for the <br />development of an Outdoor Education Classroom at North Cabarrus Park. <br /> <br />(F-1S) Youth Athletic Sponsors for School/Park Sites at Pitts School <br />B1ementary, Bethel Blementary and Kannapo1is Middle School <br /> <br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman Carruth <br />and unanimously carried, the Board approved the following youth athletic <br />sponsors' for the three new school/park sites as recommended by the Cabarrus <br />County Parks and Recreation Commission: New Kannapolis Middle School - City <br />of Kannapolis Parks and Recreation Department; Pitts School Road Elementary - <br />Harrisburg Youth League; New Bethel Elementary School Bethel Athletic <br />Association. <br /> <br />(F-19) <br /> <br />Ball Field Construction at Harris Road Schools <br /> <br />There is currently only one permanent ball field serving Harris Road <br />Middle School, and the construction of the elementary school will result in <br />the removal of a second temporary field. Staff members from the School <br />District I Parks and Recreation Department and Commerce Department have been <br />working to develop a plan to create additional fields to serve both the <br />schools and the community. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman Carruth <br />and unanimously carried, the Board directed staff to work with Cabarrus <br />County Schools and J & B Development to complete final design of the ball <br />fields, estimate cost based on prior construction, and draft an agreement <br />with J & B Development for construction of the ball fields including future <br />compensation. The agreement will be brought back to the Board for approval. <br /> <br />(F-20) Park Watch Program - Frank Liske Park, North Cabarrus Park and Camp <br />T. N. Spencer <br /> <br />The Park Watch Program is similar to the Neighborhood Community Watch <br />Program, which involves citizens reporting suspiciouS. or criminal activity <br />
