UPON MOTION of Commissioner Privette, seconded by Vice Chairman Carruth and unanimously carried, the Board approved a Park Watch Program for the following County-operated parks: Frank Liske Park; North Cabarrus Park; and Camp T. N. Spencer Park. (F-21) Rowan-Cabarrus Community Co11e~e Parking Lot Bxpansion Amendment Budget Additional funds in the amount of $69,560.00 are needed by Rowan- Cabarrus Community College to complete the parking lot project at the Cabarrus Campus on Trinity Church Road. The additional cost relates to geotechnical (soil boring) samples, general increase in asphalt and concrete prices and required modification to the retaining pond. UPON MOTION of Commissioner Privette, seconded by vice Chairman Carruth and unanimously carried, the BOard adopted the following budget amendment. BUDGET REVISION/AMENDMENT REQUEST DEPARTMENT OF CONSTRUCTION AND RENOVATION FUND AMOUNT: $69,560.00 TYPE OF ADJUSTMENT: Transfer Between Function/Fund PURPOSE OF REQUEST: Utilize contingency funds to enable the completion of the parking lot project as currently designed. A new agreement has been drafted for a term of five years and includes County funding at 100 percent of the director's salary/benefit ($43,408.00). UPON MOTION of Commissioner Privette, seconded by Vice Chairman Carruth and unanimously carried, the Board approved the Service Agreement between Cabarrus County and the Cabarrus County Board of Education for administering the North Carolina Special Olympics Program in Cabarrus County as submitted for a period of five years beginning July I, 2005 and ending June 30, 2010. Further, the Board authorized the County Manager to execute the Agreement on behalf of Cabarrus County. (F-23) Designation of the Department of Aging as Lead Agency for the Home and Community Care Block Grant Progr~ UPON MOTION of Commissioner privette, seconded by Vice Chairman Carruth and unanimously carried, the Board approved the designation of the Department of Aging as the Lead Agency for the Home and Community Care Block Grant Program until further notice. (F-24) Home and Community Care Block Grant Funding Plan - Fiscal Year 2006 UPON MOTION of Commissioner Privette, seconded by Vice Chairman Carruth and unanimously carried, the Board approved the Home and Community Care Block Grant (HCCBG) Funding Plan as recommended by the HCCBG Steering Committee and included in the Agenda. Further, the Board authorized the Chairman to sign the Funding Plan to be processed with the Centralina Council of Governments Area Agency on Aging. The Funding Plan provides for the FY 2006 HCCBG allocation of $582,114.00 be distributed as follows: Cabarrus County Department of Aging ($352,563.00), Department of Social Services ($109,141.00), Cabarrus County Transportation Department ($87,600.00); and the Commerce Department ($32,810.00).
