Carpenter <br />Carolyn a.Carpenter, Chairman <br />Cabarrus County Board of Commissioners <br /> <br />Chairman Carpenter commended Vulcan Material's environmental efforts. <br />She also expressed appreciation for the company's community service and its <br />contributions to Cabarrus County Parks and Recreation. <br /> <br />The following managers from Vulcan Materials Company were present to <br />accept the Proclamation: Denise Hallett,' District Sales Manager; Guy Medlin, <br />Gold Hill Plant Manager; and David Holsinger, Cabarrus Plant Manager. Ms. <br />Hallett expressed appreciation for the recognition. <br /> <br />(E-3) Update on the Justice Center and Temporary Jail <br /> <br />Prior to opening the meeting for informal comments, Chairman Carpenter <br />asked Kelly Sifford, Community Development Manager, to give an update on the <br />temporary jail facility and Justice Center. She stated the Board had <br />discussed these projects during a Special Meeting earlier this date and had <br />taken action that was to be ratified during this meeting. <br /> <br />Ms. Sifford reported the Board had agreed to move the temporary jail <br />previously planned for construction at the Arena and Events Center to a site <br />on Corban Avenue. She stated a 96-bed permanent Jail Annex would be built as <br />a part of the new Law Enforcement Center campus and located at the site of <br />the Red Pig Restaurant. Also, she explained that the proposed Annex would <br />require the acquisition of additional property along Corban Avenue. <br /> <br />Chairman Carpenter asked that the Board ratify the motions made during <br />the earlier Special Meeting. <br /> <br />UPON KOTION of Commissioner Freeman, seconded by commissioner Privette <br />and unanimously carried, the Board ratified the prior action to accept the <br />proposal for a Jail Annex on Corban Avenue as presented, to authorize <br />commencement of the design process for the Annex and to ask the local <br />legislative delegation to seek legislation for a "design build" process for <br />the Jail Annex. <br /> <br />UPON MOTION of Chairman Carpenter, seconded by Commissioner Privette <br />and unanimously carried, the Board ratified the prior action to authorize the <br />issuance of Notice of Action to respective land owners involved in t.he jail <br />annex proposal for the appraised values of the respective properties. <br /> <br />UPON MOTION of Commissioner Juba, seconded by vice Chairman Carruth and <br />unanimously carried, the Board ratified the prior action to reject all <br />previously received bids for construction of a temporary jail at the Cabarrus <br />Arena and Events Center. <br /> <br />John Day, County Manager, reported the Jail Annex would <br />pre-cast concrete and constructed in an accelerated fashion to <br />j ail overcrowding. Therefore, she said comments would be limited to two <br />minutes during the Informal Public Comments and the public hearings, with the <br />exception of theq~asi-judicial public hearing for Petition C2005-02 <br />(Misenheimer rezoning) . <br /> <br />Commissioner Privette objected to reducing the comment time from three <br />minutes to two minutes. <br /> <br />After discussion, the Board by consensus agreed that each person would <br />be given three minutes during Informal Public Comments and the public <br />hearings, with the exception of the quasi-judicial public hearing for <br />Petition C2005-02(R-CU). <br /> <br />Chairman Carpenter opened the meeting for Informal Public Comments at <br />6:51 p.m. <br />
