<br />May 23, 2005 - Regular Meeting <br /> <br />Page <br /> <br />165 <br /> <br />Jerry Williamson of Marsh Avenue NW in Concord commented on the <br />severance pay granted to the former staff attorney and a mistake he said was <br />made by Fletcher Hartsell, Jr. that cost the County $130,000.00. He stated <br />there were almost 1,000 foreclosures last year and the County was taxing <br />senior citizens and the disabled out of their homes. Lastly, he commented on <br />the response, or lack there of, from several Commissioners to a recent e-mail <br />that he sent. <br /> <br />Anita McKiernan, a resident of Highland Creek, expressed concern about <br />the closeness of homes built in her development. She questioned the required <br />setbacks, space between homes, and whether or not building inspections are <br />conducted. Mr. Day advised Ms. McKiernan to contact the Commerce Department <br />regarding her concerns. <br /> <br />With there being no one else to address the Board, Chairman Carpenter <br />closed that portion of the meeting at 6:57 p.m. <br /> <br />(B) OLD BUSINESS <br /> <br />(B-1)NC 73/Po~lar Tent Road Plan Update <br /> <br />Rodger Lentz, Planning and Zoning Manager, presented an update on the <br />multi-jurisdictional planning effort for properties located around the <br />intersection of NC 73 and Poplar Tent Road. He reported a week~long planning <br />process ended on Saturday with input received from residents as to what they <br />wanted their area to look like in the future. That input will be used to <br />develop ordinance text and standards that can be enforced in that area. <br />Future meeting dates will be forthcoming. <br /> <br />There was a brief discussion regarding the future plans for upgrading <br />NC 73, improvements to 1-85, the equity formula used by North Carolina <br />Department of Transportation for road construction/improvements and the need <br />for revisions to the equity formula. <br /> <br />(B-2) Designing Cabarrus Update <br /> <br />Rodger Lentz, Planning and Zoning Manager, presented an update on the <br />Designing Caharrus process to develop new subdivision design standards. He <br />reported the first draft of revisions was reviewed by the Steering Committee, <br />elected officials and the public. Their ideas and/or concerns were forwarded <br />to the consultant with a second draft now being prepared and available for <br />public review later this week. The consultant will be back for a workshop on <br />June 2 at J. M. Robinson High School to review the second set of revisions. <br />Mr. Lentz said the project is on schedule and revised ordinances will be <br />available for a vote on the June 20 meeting. He advised that input and <br />decisions are needed by _the Board as to how it would like to move forward on <br />issues regarding densities, standards, etc. <br /> <br />Vice Chairman Carruth asked if the Planning and Zoning Commission had <br />provided"specific comments about concerns/questions about proposed revisions. <br /> <br />Mr. Lentz reported members of the Planning and Zoning Commission had <br />expressed some concerns and had requested a workshop with the Board. He <br />stated their concerns included such items as open space perpentages, <br />architectural standards and tree standards. <br /> <br />commissioner Privette made a motion to hold a joint work session with <br />the Planning and Zoning Commission to review the draft zoning and subdivision <br />ordinance revisions. Commissioner Freeman seconded the motion. <br /> <br />There was discussion regarding the Board's work session currently <br />scheduled with the consultants on June 16 to review the draft ordinance <br />revisions and the format of that meeting. Mr. Day suggested that the <br />Planning and Zoning Commission could be invited to attend that work session <br />and asked to provide their recommendations on the design standards. <br /> <br />Vice Chairman Carruth made a substitute <br />and Zoning Commission to attend the June 16th <br />and review the draft documents. There was <br />Privette amended his earlier motion to include <br />session. <br /> <br />motion to invite the Planning <br />work session to provide input <br />no second, but Commissioner <br />the June 16th date for the work <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Freeman <br />and unanimously carried, the Board agreed to have a joint meeting with the <br />Planning and zoning Commission on June 16 to review the draft zoning and <br />subdivision ordinance revisions line by line. <br />
