However, he objected to changing the <br />road name to \\Talbert Farm Roadlf and having to change his address on <br />everything. He requested the road be named "Irish Potato Road Extension." <br /> <br />There was no one else to address the Board, and Chairman Carpenter <br />closed the public hearing at 8:17 p.m. <br /> <br />UPON MOTION of Commissioner Juba, seconded by Commissioner Freeman with <br />Commissioners Juba, Freeman and Privette and Vice Chairman Carruth voting for <br />and Chairman Carpenter voting against, the Board agreed to retain the names <br />of Talbert Farm Road and Talbert Farm Place with the road name signs to be <br />re-installed in order to assist emergency services in locating homes. <br /> <br />(G-4) Road Name Change - Petition (C200S-07) to Name an Unnamed Road off <br />Moss Fa~ Street as Patriot Plantation Boulevard - Public Hearing - 6.30 p.m. <br /> <br />Kassie Goodson, Planner, presented <br />easement approximately 300 feet in length <br />leading into Harris Road Middle School as <br />recognition of the school's mascot. The Notice of the Public Hearing was published in THE INDEPENDENT <br />TRIBUNE on May 12 and 22, 2005. <br /> <br />There was no one to address the Board, and Chairman Carpenter closed <br />the public hearing at 8:20 p.m. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman Carruth <br />and unanimously carried, the Board approved the naming of an unnamed easement <br />approximately 300 feet in length located off of Moss Farm Street and leading <br />into Harris Road Middle School as "Patriot Plantation Boulevard". <br /> <br />(G-5) Petition C2005-02 (R-CU) by Donald Misenheimer to Rezone <br />NC Highway 24/27 East from Limited Industrial Special Use <br />Industrial - Special Use - Public Hearing - 6:30 p.m. <br /> <br />Property on <br />to General <br /> <br />Chairman Carpenter stated the hearing on Petition C2005-02 (R-CU) is a <br />quasi-judicial hearing and that those persons planning to speak concerning <br />the Special Use Rezoning petition would have to be sworn in. There will be no <br />time limit for comments. <br /> <br />The County Attorney and Clerk <br />who wished to address the Board. <br />identify themselves and acknowledge <br />prior to addressing the Board. <br /> <br />administered the oath to those persons <br />Mr. Hartsell asked that all speakers <br />that they have previously been sworn <br /> <br />Kassie Goodson, Planner, presented the Planning Staff report for <br />petition C2005-02 (R-CU) by Donald Misenheimer to rezone five acres (part; of <br />PIN # 5535-20-3773) located at 369 NC Hwy 24/27 East in Midland from LI-SU <br />(Limited Industrial-Special Use) to GI-SU (General Industrial-Special Use). <br />She reported the Planning and Zoning Commission tabled the petition at its <br />February 17, 2005 meeting and requested additional information. The <br />petitioner requested the petition be tabled at the March 15, 2005 meeting as <br />he wished to provide additional information. At the April 21st meeting, the <br />Planning and zoning Commission approved the rezoning, with the conditions <br />recommended by Planning Staff, by a vote of 5 to 4. Ms. Goodson explained <br />the vote did not constitute a super majority; therefore, the petition was <br />automatically forwarded to the Board of Commissioners for a final decision. <br /> <br />Ms. Goodson highlighted the following items during presentation of <br />petition C2005-02(R-CU): (1) The purpose of the rezoning request is to allow <br />Mr. Misenheimer to build a concrete plant to supplement his personal <br />business; (2) The property was rezoned to LI-SU by the petitioner in 2000 <br />with the intentions of developing an industrial business park; (3) The five- <br />acre parcel is located on a major thoroughfare where industrial uses are <br />intended to be and the parcel is currently wooded and vacant; (3) Property <br />to the North is zoned Countryside Residential (CR) and the adjacent property <br />to the South, East and West is zoned Limited Commercial (LC); (5) The <br />developer has offered a list of approved uses for the development and the <br />list is conducive to a septic system and reduces the intensity of the <br />proposed uses; (6) The developer has offered a 100 foot buffer (rather than <br />the required 70-foot) at the rear of the property, which is adjacent to <br /> <br />,. <br />
