He disagreed with Mr. Porter's earlier comments <br />that persons would prefer one unit per three acres and stated only a small <br />portion of the County's population had provided input into the issue. He <br />asked that the Board take the other 99.5 percent of the County's residents <br />into consideration. <br /> <br />Sue Horton, a Realtor, stated changes and controls are needed, but <br />cautioned that everyone cannot afford to buy a home on a lot .of one and one- <br />half acres. She asked the Board not to lose sight of the blue collar workers. <br /> <br />With there being no one else to address the Board, Chairman Carpenter <br />closed the Public Hearing at 10:54 p.m. <br /> <br />UPON MOTION of Vice Chairman Carruth, seconded by Chairman Carpenter <br />and unanimously carried, the Board deferred consideration of the zoning map <br />and text amendments until the June 20th meeting. <br /> <br />Vice Chairman Carruth suggested that staff look at the possibility of <br />changing some areas that have water and sewer from Countryside Residential to <br />Low Density Residential. <br /> <br />Recess of Meeting <br /> <br />At 11:00 p.m., Chairman Carpenter recessed the meeting for a short <br />period of time. She reconvened the meeting at 11:14 p.m. <br /> <br />(G-8) <br />Zoning <br /> <br />Zoning Text Amendment C05-03(ZT) <br />Commission - Public Hearing - 6:30 <br /> <br />- Restructuring of the Planning and <br />p.m. <br /> <br />Jonathan Marshall, Commerce Director, presented a proposed text <br />amendment changing the make-up and appointment of the Planning and Zoning <br />Commission as previously requested by the Board of Commissioners. Currently, <br />the make-up of the Planning and Zoning Commission is included in the Zoning <br />Ordinance and the structure is based on township geographic areas, not <br />including the cities of Kannapolis and Concord. It is proposed that this be <br />changed to have representation for the seven plan areas, including the cities <br />of Concord and Kannapolis, along with two at-large positions and three <br />alternates. Mr. Marshall advised that elimination of the current l,mguage <br />from the Zoning Ordinance would necessitate the adoption of a policy for the <br />appointment, make-up, etc., of the Planning and Zoning Commission. He <br />reported the Planning and Zoning Commission reviewed the text amendment and <br />unanimously voted to recommend denial. He said most of the discussion <br />concentrated on the following expertise requirement, which Planning Board <br />members considered to be elitist and should not be part of the policy. <br /> <br />Include a <br />expertise <br />expertise <br />engineers, <br />estate or <br />use. <br /> <br />statement of preference for individuals who have <br />and familiarity with land use processes. The Notice of the Public Hearing was published in THE <br />INDEPENDENT TRIBUNE on May 17, 2005 and posted on the Cabarrus County Website <br />on May 13, 2005, for a period to end May 24, 2005. <br /> <br />Mark Smith, current Planning and Zoning Commission member, expressed <br />appreciation for the opportunity to have served on the Commission since 2003. <br />He objected to the proposed provision concerning areas of expertise and <br />stated the only qualification to be a Planning and Zoning Commission member <br />should be Cabarrus County residency. He urged the Board to remove the <br />expertise provision. <br />
