<br />May 23, 2005 - Regular Meeting <br /> <br />Page <br /> <br />193 <br /> <br />Carl Hill, current Planning and Zoning Commission member, stated <br />citizenship of Cabarrus County should be the only criteria for membership on <br />the Planning and Zoning Commission. with 39 years of experience as real <br />estate broker and CEO of a large construction company, Mr. Hill stated he was <br />well qualified to serve on the Commission. However, he said he should not be <br />on the Commission due to his experience but because he has good common sense, <br />listens to his neighbors, loves Cabarrus County and wants to see it become a <br />better place. He supported the use of planning areas rather than townships <br />for appointment of members. <br /> <br />There was no one else to address the Board, and Chairman Carpenter <br />closed the public hearing at 11:27 p.m. <br /> <br />Commissioner Privette made a motion to delay voting on the proposed <br />text amendment until the August 2005 regular meeting. <br /> <br />Commissioner Freeman seconded the motion and expressed appreciation to <br />the members of the Planning and Zoning commission. <br /> <br />UPON SUBSTITUTB MOTION of Commissioner Juba, seconded by Chairman <br />Carpenter with Commissioner Juba, Chairman Carpenter and Vice-Chairman <br />Carruth voting for and Commissioners Freeman and Privette voting against, the <br />Board adopted the following Ordinance to be effective August 1, 2005. <br /> <br />PETITION C05-03(ZT) <br /> <br />Ordinance No. 2005-04 <br /> <br />AN ORDINANCE AMENDING THE CABARRUS COUNTY ZONING ORDINANCE <br /> <br />BE IT ORDAINED that the Cabarrus County Zoning Ordinance is hereby amended as <br />follows: <br /> <br />Part II. The Cabarrus County Planning and Zoning Commission. <br /> <br />Section 12-15. Establishment of Commission. <br /> <br />In order to exercise the powers authorized in General Statute 153A-344 <br />and 153A-345, the Cabarrus County Planning and Zoning Commission is hereby <br />established. The Commission shall be comprised of nine (9) members appointed <br />by the Cabarrus County Board of Commissioners. Members shall be residents of <br />Cabarrus County. <br /> <br />Members shall be appointed per the adopted policy of the Board of County <br />Commissioners. <br /> <br />Section 12-16. Alternate members. <br /> <br />The Board of Commissioners shall also appoint three (3) alternate members <br />to serve on the Cabarrus County Planning and Zoning Commission in the absence, <br />for any. cause, of any regular member. Such alternate members shall be <br />appointed for three year terms and shall have and exercise all the powers and <br />duties of a regular member when serving in his or her absence. <br /> <br />Section 12-17. Powers of the Commission. <br /> <br />The Cabarrus County Planning and Zoning Commission shall have the <br />following duties: <br /> <br />-When acting as a planning agency, to: <br /> <br />(1) Initiate proposed amendments to this order and make recommendations <br />to the Cabarrus County Board of Commissioners. <br /> <br />(2) Prepare studies and plans related to controlling and creating orderly <br />growth and development of the County. <br /> <br />(3) Develop and recommend to the Cabarrus County Board of Commissioners <br />plans, goals, and objectives as well as policies, ordinances and <br />administrative procedures or other means for carrying out the studies and <br />plans referenced above. <br /> <br />(4) Perform any other duties assigned by the Cabarrus County Board of <br />Commissioners as authorized in General Statute 153A-321. <br /> <br />-When actinq as a Board of Ad;ustment, to: <br />
