Bonds, Clerk to the Board <br /> <br />There was general discussion regarding the proposed restructuring of <br />the Planning and zoning Commission, including the pros and cons of changing <br />members during on-going projects. Board members encouraged all who are <br />interested in serving on the Planning and zoning Commission to apply, <br />includi~g current members. Vice Chairman Carruth suggested that applications <br />be taken until August. <br /> <br />UPON MOTrON of Vice Chairman Carruth, seconded by Commissioner Juba <br />with Vice Chairman Carruth, Chairman Carpenter and Commissioner Juba voting <br />for and Commissioners Freeman and Privette voting against, the Board adopted <br />the following policy for the make-up and appointment of the Planning and <br />zoning Commission with the removal of the requirement for a preference for <br />individuals with expertise and familiarity with land use process; and agreed <br />for staff to develop a schedule for recruitment and appointment of the new <br />Commission. <br /> <br />Planning and Zoning Commission <br /> <br />Changes to the make-up of the Planning and zoning Commission to be more <br />closey aligned with planning processes. <br /> <br />. Appoint district members based on established planning areas as <br />shown on the attached map (included in the Agenda - identified as <br />Central Area, Concord, Eastern Area, Harrisburg Area, Kannapolis, <br />Midland Area and Northwest Area). The plan areas are inclusive of <br />the incorporated areas for Harrisburg, Midland, Mt. Pleasant and <br />Locust. The cities of Kannapolis and Concord have established <br />plan areas that are exclusive from those defined by the County. <br />Each district, including the incorporated areas of Concord and <br />Kannapolis, would be represented by one member for a total of <br />seven district members. <br />. Appoint two at-large members to retain a nine member board. <br />. Appoint three alternate members all of whom would be at-large. <br />These alternates are necessary to provide for board of adjustment <br />functions. <br />. Appointments would be made for three year periods with the <br />initial appointments of staggered length so that three regular <br />members and one alternate member slots would be eligible for <br />appointment each year. <br /> <br />(G-9) Presentation of the Proposed FY 2006 Cabarrus County Budget and <br />Scheduling of Public Hearing <br /> <br />John Day, County Manager, presented the proposed FY 2006 Cabarrus <br />County Budget and read the Budget Message as included in the preliminary <br />Budget. Highlights of the Budget Message included the following: <br /> <br />Five Important Events of Fiscal 2005 <br /> <br />. Voter approval of $98 million in school and community college bonds . The <br />first $50 million of those bonds were sold in February with a budgetary <br />impact of $3,658,300 for fiscal year 2006. <br />. Selection of site in downtown Concord and approval of schematic design for <br />new justice center, projected to cost approximately $60 million. The <br />first interest payment of $1,632,650 was included in the proposed budget. <br />
