Mitchell - Jim Mann; Doyle Bost; James Simmons Northeast Cabarrus - Eddie Moose; Jay Culp; Andre Bergeron Odell - Jake Williams; Bernard Smith; Harvey Morris Rimer - Richard Shue; william Simmons; Marty Ritchie (J:) REPORTS (I-1) Secondary Road Construction Program for Cabarrus County A letter from Ritchie Hearne, P.E., District Engineer with the North Carolina Department of Transportation (NCDOT), advised that NCDOT will not be submitting a Secondary Road paving program in any counties for the upcoming fiscal year. Because of outstanding funding commitments statewide, NCDOT is delaying or rescheduling many projects in an effort to replenish cash reserves that have been depleted over the last two years. (I-2) FY 2006 Budget The Board received a Memorandum and Program Funding Matrix from John Day, County Manager, showing a FY 2006 budget that retained the FY 2005 tax rate of 53 cents. This was prepared in response to the 53-cent tax rate supported by Commissioners Privette and Freeman on June 14, 2005. The memorandum highlighted reductions in service that would be necessary to maintain a 53-cent tax rate. Entire elimination of the followinq departments and programs: Public Libraries; Parks and Recreation; Department of Aging, Cooperative Extension; Community and Economic Development Division of Commerce; Public Information; Veterans Service; Juvenile Crime Prevention Program; Forestry Service; Animal Control; Watershed Improvement Program; and Spay and Neuter Program Elimination of financial contributions to the following: Arts Council; Economic Development Corporation; and Community Care Program Significant staff reductions, resulting in reduced service levels follow: Sheriff's Office (excluding jail) - Staff reduced by 25%; EMS - 2 ambulances and 12 paramedics eliminated; Facility (Custodial) Services - Staff reduced by 33%; Construction Standards - 5 inspectors eliminated; Planning and zoning _ 2 planners and 1 zoning enforcement officer eliminated; Register of Deeds - 3 positions eliminated; Emergency Management - 2 positions eliminated; DSS Administration - 3 positions eliminated; Finance - 2 positions eliminated; IT _ 2 positions eliminated; Manager's Office - 1 position eliminatedj Soil and Water - 50% reduction in overall funding Reductions in school spendinq: Current Expense cut by $2 million; Capital cut by $1.4 million. (J) WATER AND SEWER DISTRJ:CT OF CABARRUS COUNTY UPON MOTJ:ON of Vice Chairman Carruth, and unanimously carried, the Board recessed the conclusion of the meeting of the Water County. seconded by Chairman Carpenter the meeting at 9:42 p.m. until and Sewer District of Cabarrus Chairman Carpenter reconvened the meeting of the Board of Commissioners at 9:44 p.m. (K) GENERAL COMMENTS BY 80ARD MEMBERS Chairman Carpenter opened the meeting for comments by the Board. Commissioner Privette commended THE INDEPENDENT TRIBUNE for having a poll on its website where the public could express whether they favor or oppose the tax increase. Also, he requested that the Board members receive copies of the Economic Development Corporation meeting agendas and minutes.
