Mitchell - Jim Mann; Doyle Bost; James Simmons <br />Northeast Cabarrus - Eddie Moose; Jay Culp; Andre Bergeron <br />Odell - Jake Williams; Bernard Smith; Harvey Morris <br />Rimer - Richard Shue; william Simmons; Marty Ritchie <br /> <br />(J:) REPORTS <br /> <br />(I-1) Secondary Road Construction Program for Cabarrus County <br /> <br />A letter from Ritchie Hearne, P.E., District Engineer with the North <br />Carolina Department of Transportation (NCDOT), advised that NCDOT will not be <br />submitting a Secondary Road paving program in any counties for the upcoming <br />fiscal year. Because of outstanding funding commitments statewide, NCDOT is <br />delaying or rescheduling many projects in an effort to replenish cash <br />reserves that have been depleted over the last two years. <br /> <br />(I-2) FY 2006 Budget <br /> <br />The Board received a Memorandum and Program Funding Matrix from John <br />Day, County Manager, showing a FY 2006 budget that retained the FY 2005 tax <br />rate of 53 cents. This was prepared in response to the 53-cent tax rate <br />supported by Commissioners Privette and Freeman on June 14, 2005. The <br />memorandum highlighted reductions in service that would be necessary to <br />maintain a 53-cent tax rate. <br /> <br /> <br />Entire elimination of the followinq departments and programs: <br />Public Libraries; Parks and Recreation; Department of Aging, Cooperative <br />Extension; Community and Economic Development Division of Commerce; Public <br />Information; Veterans Service; Juvenile Crime Prevention Program; Forestry <br />Service; Animal Control; Watershed Improvement Program; and Spay and Neuter <br />Program <br /> <br />Elimination of financial contributions to the following: <br />Arts Council; Economic Development Corporation; and Community Care Program <br /> <br />Significant staff reductions, resulting in reduced service levels follow: <br />Sheriff's Office (excluding jail) - Staff reduced by 25%; EMS - 2 ambulances <br />and 12 paramedics eliminated; Facility (Custodial) Services - Staff reduced <br />by 33%; Construction Standards - 5 inspectors eliminated; Planning and zoning <br />_ 2 planners and 1 zoning enforcement officer eliminated; Register of Deeds - <br />3 positions eliminated; Emergency Management - 2 positions eliminated; DSS <br />Administration - 3 positions eliminated; Finance - 2 positions eliminated; IT <br />_ 2 positions eliminated; Manager's Office - 1 position eliminatedj Soil and <br />Water - 50% reduction in overall funding <br /> <br />Reductions in school spendinq: <br />Current Expense cut by $2 million; Capital cut by $1.4 million. <br /> <br />(J) WATER AND SEWER DISTRJ:CT OF CABARRUS COUNTY <br /> <br />UPON MOTJ:ON of Vice Chairman Carruth, <br />and unanimously carried, the Board recessed <br />the conclusion of the meeting of the Water <br />County. <br /> <br />seconded by Chairman Carpenter <br />the meeting at 9:42 p.m. until <br />and Sewer District of Cabarrus <br /> <br />Chairman Carpenter reconvened the meeting of the Board of Commissioners <br />at 9:44 p.m. <br /> <br />(K) GENERAL COMMENTS BY 80ARD MEMBERS <br /> <br />Chairman Carpenter opened the meeting for comments by the Board. <br /> <br />Commissioner Privette commended THE INDEPENDENT TRIBUNE for having a <br />poll on its website where the public could express whether they favor or <br />oppose the tax increase. Also, he requested that the Board members receive <br />copies of the Economic Development Corporation meeting agendas and minutes. <br />
