<br />June 20, 2005 - Regular Meeting <br /> <br />Page <br /> <br />243 <br /> <br />commissioner Privette asked to hear from the Planning and Zoning <br />Commission regarding its recommendations. <br /> <br />Lanny Lancaster, Chairman of the Planning and Zoning Commission, stated <br />the Commission felt the Planning and Zoning Department should not get <br />involved in architectural standards such as eaves but supported the anti- <br />monotony criteria. He stated the Commission recommended the MDR zoning in the <br />five-year annexation areas as those areas would be annexed by the cities in <br />five years. In regards to the LDR open space reductions, he said the <br />Commission supported bigger lots and less open space. There were also <br />concerns that the density reduction was excessive. Finally, Mr. Lancaster <br />stated in his opinion architectural standards were not needed as the County <br />should not be involved in the design and appeal of homes. <br /> <br />Chairman Carpenter stated there had been concerns expressed about <br />single family dwellings and the lack of affordable housing in Cabarrus <br />County. She said over 32,103 of the County's 80,000 parcels are listed at <br />$160,000.00 or less. Also, she stated there were 670 homes at $160,000.00 or <br />less listed in the Multiple Listing Service as of today. <br /> <br />Mr. Lentz presented the following four actions for consideration by the <br />Board. <br /> <br />(1) Move to adopt the zoning amendments as presented within the <br />Commissioner's Agenda Package with the following changes: <br />i. Delete Section 5-7, Part E-2, Item a - Exterior Building <br />Materials <br />ii. Amend the density tables as presented on Table 1 <br />(2) Move to adopt the subdivision amendments as presented within the <br />Commissioner's Agenda Package. <br />(3) Move to adopt the zoning map entitled "Alternative to Committee Map" <br />(4) Move to adopt an ordinance to delete Chapter 42, Article II of the <br />Code of Ordinances <br /> <br />commissioner Privette made a motion, seconded by Commissioner Freeman, <br />to adopt the zoning amendments as presented within the Commissioner's Agenda <br />Package with the following changes recommended by the Planning and Zoning <br />Commission: <br /> <br />The following items (i) and (ii) to replace the items presented <br />by staff (see above) : <br /> <br />i. Change LDR as follows: <br />open space 30% 15,000 square foot lots <br />amenity 35% 12,000 square foot lots <br />ii. Delete architectural standards except anti-monotony <br />criteria as follows. <br />. Page 5-14 (Section 5-7, Part E-2): delete Item a <br />Exterior building material); Item b Roof <br />overhang; and Item c - Additional standards for <br />corner lots; Page 5-23 (Section 5-8): delete Item <br />F - Garage location. <br /> <br />The motion failed with commissioners Freeman and Privette voting for and <br />Chairman Carpenter, Vice Chairman Carruth and Commissioner Juba voting <br />against. , <br /> <br />Vice Chairman Carruth made a motion, seconded by Commissioner Juba, to <br />adopt the zoning amendment as presented within the Commissioners' Agenda <br />Package with the following changes: <br /> <br />i. Delete Section 5-7, Part E-2, Item a Exterior Building <br />Materials <br />ii. Amend the density tables as presented on Table 1. <br /> <br />Chairman Carpenter asked that the motion be amended to include the <br />deletion of the garage standard. <br /> <br />vice Chairman Carruth stated he would amend the motion to include the <br />removal of the garage standard for the LDR amenity subdivision, with the <br />garage standard to remain in place for MDR and HDR. <br /> <br />Commissioner Juba, who seconded the original motion, stated she did not <br />accept the amendment to the motion. <br />
