Bonds, Clerk to the Board <br /> <br />Mr. Lentz thanked those persons who served on the Steering Committee <br />for their participation in the Designing Cabarrus process. <br /> <br />Recess of Meeting <br /> <br />Chairman Carpenter recessed the meeting at 9:25 p.m. for a short period <br />of time. <br /> <br />Chairman Carpenter reconvened the meeting at 9:35 p.m. <br /> <br />(E-2) NC 73/Poplar Tent Road Plan Update <br /> <br />Rodger Lentz, Planning and Zoning Manager, presented an update on the <br />multi-jurisdictional NC 73 and Poplar Tent Road planning process. He reviewed <br />the two summary Powerpoint presentations included in the Agenda package. The <br />first powerpoint addressed the community workshops and the input that was <br />received from the public at those sessions. The second addressed the economic <br />development strategy for the area and included information about various <br />targeted industries or businesses for the corridor. Finally, he reported the <br />consultant will draft proposed standards to be presented in July or August <br />for public comment. <br /> <br />(E-3) Update on the Justice Center and Temporary Jail <br /> <br />Kelly Sifford, Community Development Manager, presented an update on <br />the Justice Center and Jail project. She highlighted the following: (1) <br />Meeting with some Historic Concord residents who provided design preference <br />guidance that will be used in developing the schematic drawings; (2) <br />Committee that has been reviewing the construction management at risk <br />proposals will be interviewing three companies on July 13; and (3) County is <br />proceeding with the acquisition of property. <br /> <br />Chairman Carpenter questioned the demolition of the old Tribune <br />Building. <br /> <br />John Day, County Manager, advised the discussion came up during one of <br />the meetings with stakeholders in the downtown area. He stated the President <br />of the Residents of Historic Concord was very concerned about the building, <br />particularly its fa9ade, and had mentioned that the building might be a good <br />location for the Concord Museum. If only the demolition of the back portion <br />of the old Tribune Building is required, Mr. Day said he had proposed the <br />possibility of the Board's leasing the remainder of the building to a non- <br />profit group at $1.00 per year provided the group was willing to raise the <br />money to make the necessary improvements. <br /> <br />Ms. Sifford stated the architects do not know yet as to how much of the <br />old Tribune Building will have to come down for the Jail Annex. This will be <br />determined as plans are developed. She did point out that one comment made at <br />the meeting was that they would want a functional building, not just the <br />fa9ade. <br /> <br />No action was required by the Board at this time. <br /> <br />(F) CONSENT AGENDA <br /> <br />(F-l) Agreement for Maintenance and Repairs for cabarrus Count Schools and <br />City of Kannapo1is Schools <br />F-2) Addendum to Agreement for Maintenance and Repairs for Public <br />School/Park Sites in Cabarrus County <br /> <br />The current agreement between Cabarrus County, Cabarrus County Board of <br />Education and Kannapolis City Board of Education will end on June 30. The <br />proposed agreement will extend the services for a period of three years with <br />the ADM figures updated for the purpose of calculating future operating <br />budgets. An Amendment was added to the Agreement to provide for maintenance <br />and repairs for public school parks in Cabarrus County. The two documents <br />were combined into one agreement due to the similar scope of the agreements. <br /> <br />UPON MOTION of Commissioner Privette, seconded <br />and unanimously carried, the Board approved the <br />Agreement, including the Amendment for Maintenance <br /> <br />by Vice Chairman Carruth <br />Maintenance and Repair <br />and Repairs for Public <br />
