<br />THAT WHEREAS, it is recognized that the proper movement of travel within
<br />and through the Cabarrus-Rowan urbanized area is highly desirable element of a
<br />comprehensive plan for the orderly growth and development of the area, and;
<br />
<br />WHEREAS,
<br />Cabarrus-Rowan
<br />and regulatory
<br />Statutes, and;
<br />
<br />there are a number of governmental jurisdictions within the
<br />urbanized area which have been authorized with implementation
<br />responsibilities for transportation by North Carolina General
<br />
<br />WHEREAS, it is desirable that coordinated, comprehensive and cooperative
<br />transportation planning processes be maintained in the Caharrus-Rowan urbanized
<br />area to insure that the transportation system is maintained on an efficient and
<br />economical basis commensurate with the public healthl safety and welfare, and;
<br />
<br />WHEREAS, a revised Memorandum of Understanding between the City of
<br />Concord, City of Kannapolis, Town of China Grove, Town of Landis, City of
<br />Salisbury, Town of Harrisburg, Town of Mount Pleasant, Town of Granite Quarry,
<br />Town of Spencer, Town of Rockwell, Town of Cleveland, Town of Midland, Town of
<br />Faith, County of Rowan, County of Cabarrus, and the North Carolina Department
<br />of Transportation has been prepared that sets forth the responsibilities and
<br />working arrangements for maintaining a continuing, comprehensive and
<br />cooperative transportation planning process, and;
<br />
<br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNTY COMMISSIONERS OF THE COUNTY
<br />OF CABARRUS, NORTH CAROLINA:
<br />
<br />That the Memorandum of Understanding between the City of Concord, City of
<br />Kannapolis, Town of China Grove, Town of Landis, City of Salisbury, Town of
<br />Harrisburg, Town of Mount Pleasant, Town of Granite Quarry, Town of Spencer,
<br />Town of Rockwell, Town of Cleveland, Town of Midland, Town of Faith, County of
<br />Rowan, County of Cabarrus, and the North Carolina Department of Transportation,
<br />Agreement Number 4-20-05, be approved and that the Chair and County Clerk are
<br />hereby directed to execute the Memorandum of Understanding.

<br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman Carruth
<br />and unanimously carried, the Board adopted the following budget amendment:

<br />AMOUNT: $300,000.00
<br />TYPE OF ADJUSTMENT: Supplemental Request
<br />PURPOSE OF REQUEST: A transfer of funds is being requested by the Kannapolis
<br />Board of Education for approval. Construction bids for the A. L. Brown
<br />Auxiliary Gym came in over budget. This project is part of the $98 million
<br />General Obligation Bond Package. The Kannapolis Board of Education approved
<br />the transfer of $300,000.00 from the Forest Park Elementary Addition to the
<br />A. L. Brown Auxiliary Gym project on July 11, 2005. The KCS board is
<br />requesting the Cabarrus County Board of Commissioners to approve the
<br />transfer.

<br />(G) NEW BUSINESS
<br />
<br />(G-1) Industrial Development Incentive Grant - Haas CNC Racing - Public
<br />Hearing - 6:30 p.m.
<br />
<br />Jerry Saunders of the Cabarrus Economic Development Corporation (EDC)
<br />presented the request by Haas CNC Racing for a Level 1 grant pursuant to the
<br />Industrial Development Incentive Grant program guidelines effective January
<br />1, 2004. The race team is currently located in Harrisburg and has 85
<br />employees. It plans to relocate and expand its operations by constructing a
<br />140,000 square foot facility in the Kannapolis Gateway Business Park. The
<br />estimated investment is $16,170,000 ($10,170,000 real estate; $6 million
<br />machinery and equipment) with 15 to 70 new jobs planned. The incentive is
