August 8, 2005 - Work Session / Recessed Meeting Page 281 The Board of Commissioners for the County of Cabarrus met in work session/recessed session in the Multipurpose Room at the Cabarrus County Governmental Center in Concord, North Carolina on Monday, August 8, 2005, at 3:30 p.m. Present - Chairman: Carolyn B. Carpenter Vice Chairman: Robert W. Carruth Commissioners: Robert M. Freeman Joni D. Juba Coy C. Privette Also present were John D. Day, County Manager; Frankie F. Bonds, Clerk to the Board; and Kay Honeycutt, Deputy Clerk to the Board. Chairman Carpenter called the work session/recessed meeting to order at 3 :34 p.m. Commissioner Freeman was not present for the beginning of the meeting, but arrived at 3:40 p.m. during the Closed Session. Commissioner Privette gave the invocation. Closed Session UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Juba with Chairman Carpenter, vice Chairman Carruth and Commissioners Juba and Privette voting for, the Board moved to go into Closed Session to discuss a personnel matter (s), to discuss the acquisition of real property located on Corban Avenue, to consult with the Attorney to preserve the attorney-client privilege and to discuss pending or threatened litigation as authorized by NCGS 143-318.11 (a) (3) (5) (6) . UPON MOTION of vice Chairman Carruth, seconded by Commissioner Freeman and unanimously carried, the Board moved to corne out of Closed Session. At 7: 29 p. m., Chairman Carpenter reconvened the work session/recessed meeting. No action was reported from the Closed Session. Request to Save the Cline & Propst Houses by piedmont Preservation Foundation Rebecca Patten, a volunteer with piedmont Preservation Foundation (PPF) , asked the County to join a collaborative community effort (consisting of PPF, Preservation North Carolina, City of Concord, CT Communications, N.C. Department of Transportation, house mover Tommy Long, the residents of Historic Concord, private foundations and citizens of Cabarrus County) to save the historic Cline and propst houses that are located on the future site of the new Law Enforcement Center on Corban Avenue. The Cline house is a two story classic Queen-Ann style that dates about 1890. The Propst house is a colonial revival style with bungalow and craftsman details that dates about 1900 to 1910. On behalf of PPF, Ms. Patten asked the Board to consider the following items: (1) Complete the purchase of the Cline and Propst houses without any alternations to their current physical condition; (2) Donate the houses to PPF; and (3) Provide additional funds to PPF to meet project expenses such as the property acquisition, foundation piers at the new locations, the movement of utility lines, the house mover and cranes, etc. She stated the homes would be moved to new locations and offered for sale with project income to include the sale of the two homes and contributions from the collaborative partners. Based on the final project cost and the final sales price of the houses, Ms. Patten reported the amount of the funds needed from the County could be less than the County's contribution and those funds would be returned to the County. Responding to questions by Commissioner Freeman, Ms. Patten reported three potential sites had been identified, including a site on the corner of Cabarrus Avenue and Yorktown, a site on Union Street South and a site on Franklin Street owned by the Cabarrus County Board of Education. The Board of Education will consider PPF's request to purchase the property at a meeting this evening. Also, Ms. Patten stated PPF representatives would meet with the Concord City Council on Thursday regarding the relocation of the houses. Ms. Patten, Janet Magaldi (PPF President) and Tommy Long (house mover) responded to questions from the Board concerning the amount of time needed to move the homes, financing of past preservation proj ects, potential buyers, marketing of the homes, etc. Mike Stout of Preservation North Carolina provided information about placing preservation covenants on the property.
