<br />August 8, 2005 - Work Session / Recessed Meeting <br /> <br />Page <br /> <br />282 <br /> <br />Board members stated the need to see expense figures associated with <br />the proposed project. MS. Patten agreed to provide that information to the <br />County Attorney. <br /> <br />By consensus, the Board agreed to place PPF' s request for funding <br />assistance in moving the historic Cline and Propst houses on the August 15th <br />Agenda. <br /> <br />Cabarrus Arena & Events Center - Equine Feasibility Study <br /> <br />Glenn T. Petty, with Triangle Farms Management/Consulting and a <br />professional horse show manager, presented the results of an Equine <br />Feasibility Study for the Cabarrus Arena and Events Center. He commented on <br />North Carolina's horse industry, the three State-owned horse show facilities, <br />strategic location of the Arena and its accessibility. Mr. Petty reviewed <br />the work necessary to retrofit the Arena for equine events, including stalls <br />and show ring in the Events Center I outside barns/stalls I outside schooling <br />rings, etc. He highlighted the following items: (1) Development budget of <br />$1,581,761.00 for site improvements, outdoor barns/stalls, indoor show ring, <br />outside ring, schooling rings, indoor stalls, specialized equipment, <br />contingencies, etc.; (2) Renovation completion in approximately 10 months <br />upon funding availability. (3) Challenges for Equestrian Center to work: <br />Concrete less slick, non-slip ramp, relocation of power outlets, permanent <br />stall sheds plus temporary stalls, agricultural rates/competitive and <br />marketing/advertising; (4) Estimated $50,000.00 increase in operation <br />expenses; (5) Estimated revenue projections of $475,336.00 (Events <br />$445,336.00; Signage - $10,000.00; and Sponsorships - $20,000.00); (6) Loss <br />of approximately $275,000.00 in revenue to make room for dirt floor events; <br />(7) Estimated net income increase of $200,000.00 per year; and (8) Estimated <br />economic impact of about $13.5 million in tourism monies each year. <br /> <br />There was brief discussion regarding proposed equestrian facilities in <br />other communities and the length of the horse show season. <br /> <br />Odell Incorporation - update <br /> <br />Marlynn Burns, a resident of the Odell Community and member of the <br />Odell Incorporation Committee, provided an update on the incorporation <br />process for the Odell Community. She reported the application/petition for <br />incorporation would be submitted in the near future and that the proposed <br />incorporation meets or exceeds all requirements. She stated the County will <br />be asked to adopt a Resolution of Support for the Odell incorporation after <br />the application has been filed. <br /> <br />There was brief discussion regarding the Odell incorporation process, <br />including meetings with and support by municipalities in the County. <br /> <br />Proposed Planning and Zoning Commission Appointments <br /> <br />Chairman Carpenter reported that Commissioners Freeman and Juba were <br />appointed as a subcommittee to review the applications for appointment to the <br />restructured Planning and Zoning Commission. She expressed appreciation to <br />both Commissioners for their efforts and turned the floor over to <br />Commissioner Juba for an update. <br /> <br />Commissioner Juba reviewed the <br />Commissioner Freeman used to evaluate <br />Completion of an Appointment Application; <br />(see below) prepared by the County Manager <br />(3) No conviction of a criminal offense. <br /> <br />following criteria that she and <br />the eligible applications: (1) <br />(2) Completion of a questionnaire <br />and returned by the due date; and <br /> <br />Questionnaire: <br />(1) Why do you want to be appointed to the Planning and Zoning <br />Commission? <br />(2) What unique perspective can you bring to this Commission? <br />(3) How do you feel about recent growth and development in the <br />County? <br />(4) What do you consider to be the most important issues facing the <br />County related to growth? <br />(5) What role should the Commission take in guiding and regulating <br />growth? <br />(6) What experience do you have or what knowledge have you gained <br />that will help prepare you to serve on the Commission? <br />
