<br />August 15, 2005 - Regular Meeting <br /> <br />Page <br /> <br />289 <br /> <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, August 15, 2005, at 6:30 p.m. <br /> <br />Present - Chairman: Carolyn B. Carpenter <br />Vice Chairman: Robert W. Carruth <br />Commissioners: Robert M. Freeman <br />Joni D. Juba <br />Coy C. Privette <br /> <br />Also present were John D. Day, <br />County Attorney; Frankie F. Bonds, <br />Deputy Clerk to the Board. <br /> <br />County Manager; Fletcher L. Hartsell, Jr., <br />Clerk to the Board; and Kay Honeycutt, <br /> <br />Chairman Carpenter called the meeting to order at 6:30 p.m. <br /> <br />Boy Scout Cub Pack 178 of Crossroads United Methodist Church conducted <br />the Flag Ceremony. Scouts participating in the ceremony were: Colby Gunter, <br />Bailey Gunter and John Garceau. <br /> <br />Reverend Forbis Kivett of First wesleyan Church gave the invocation. <br /> <br />(A) APPROVAL OR CORRECTION OF MINUTES <br /> <br />UPON MOTJ:ON of Commissioner Freeman, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the minutes of May 23, 2005 <br />(Regular Meeting) as written. <br /> <br />(B) APPROVAL OF THE AGENDA <br /> <br />UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the Agenda, including supplemental <br />information for the following Agenda Items: E-3 Update on the Justice Center <br />and Jail Annex; E-5 Feasibility Study on the Future Use of the Former Bethel <br />Elementary School; and G-3 Award of Public Safety Tower Bids. <br /> <br />(C) RECOGNITIONS AND PRESENTATIONS <br /> <br />(C-1) Proclamation - WTVI Public Television Day (August 27, 2005) <br /> <br />UPON MOTJ:ON of Commissioner Privette, seconded by Chairman Carpenter and <br />unanimously carried, the Board adopted the following proclamation declaring <br />August 27, 2005 as WTVI Public Television Day in Cabarrus County. <br /> <br />PROCLAMATION <br /> <br />WHEREAS, WTVI <br />resource connecting <br />1965; and <br /> <br />public television has served as an essential community <br />communities in the heart of the Carolinas since August 27, <br /> <br />WHEREAS, WTVI provides education, culture and citizenship to people in <br />Cabarrus County; and <br /> <br />WHEREAS, the people in WTVI's 13-county viewing area, ranging from Rock <br />Hill to Statesville and Concord to Gastonia, own and support WTVI; and <br /> <br /> <br />WHEREAS, WTVI provides literacy services that enable over 15,500 <br />underserved children at 457 area childcare facilities to begin school ready to <br />learn and ready for success; and <br /> <br />WHEREAS, WTVI produces 257 hours of local productions every year that <br />bridge the people in our community to the region's history, art, culture and <br />current events; and <br /> <br />WHEREAS, August 27, 2005, marks WTVI's 40th Anniversary. <br /> <br />NOW THEREFORE, the Cabarrus County Board of Commissioners hereby proclaims <br />August 27 as "WTVI PUBLIC TELEVISION DayH in Cabarrus County. <br /> <br />IN WITNESS WHEREOF, I have hereunto set my hand and caused the Great Seal <br />of Cabarrus County to be affixed. <br /> <br />Adopted this 15th day of August 2005. <br />/s/ Carolyn B.
