<br />August 15, 2005 - Regular Meeting <br /> <br />Page <br /> <br />290 <br /> <br />(C-2) Presentation - Cabarrus Helping Hearts and Hands (Ch') <br /> <br />Londa Strong, Ch3 Chairperson, presented representatives from local oon- <br />profits with a donation from Cabarrus County employees' charitable organization <br />called Cabarrus Helping Hearts and Hands (Ch3). In its inaugural year, the Ch' <br />Annual Fund Campaign collected $33,443.00 in employee contributions. Ms. <br />Strong reported the tax deductible contributions are dispersed biannually to <br />the ten local 501(c)3 nonprofits that received the most votes in the Ch' Annual <br />Survey. Further, she reported there is a \\War Chest Fund" that serves as a <br />local emergency fund to aid victims of catastrophic events such as flooding I <br />hurricanes, or mass lay-offs. Contributions totaling $14,583.00 for the period <br />January 2005 through June 2005 were distributed as follows: United Way <br />$988.75; American Red Cross-Cabarrus $864.00; ARC of Cabarrus County $304.00; <br />Boys and Girls Club $2,440.00; Meals on Wheels $1,051.50; Community Free Clinic <br />$697.25; Cooperative Christian Ministry $1,785.00; CYAN $2,792.00; Habitat for <br />Humanity $602.00; Hospice $2,458.50; and Salvation Army $600.00. <br /> <br />(C-3) Recognition of the Cabarrus Health Alliance for Achieving Public Health <br />Accreditation <br /> <br />Cabarrus Health Alliance (CHA) received Public Health Accreditation by <br />the N.C. Local Public Health Accreditation Board and is one of six accredited <br />health departments in North Carolina. Chairman Carpenter recognized Dr. <br />William F. Pilkington, Public Health Director, and Charles C. Phillips, <br />Cabarrus Health Alliance Board Chairman, for this achievement. <br /> <br />Mr. Phillips and Dr. pilkington expressed appreciation for the <br />recognition and for the Board's support of the Cabarrus Health Alliance. <br /> <br />(C-4) Introduction of Coleman Keeter, Executive Director of the Water and <br />Sewer Authority of Cabarrus County <br /> <br />Commissioner Juba introduced Coleman Keeter as the new Executive Director <br />of the Water and Sewer Authority of Cabarrus County (WSACC). <br /> <br />Mr. Keeter, a graduate of Appalachian State University, stated he has <br />over 22 years of experience in the wastewater industry. He pledged his support <br />in the provision of adequate water and sewer infrastructure, facility <br />operations and planning expertise to provide for and complement growth in <br />Cabarrus County and member jurisdictions. Further, he invited the Board to <br />take a tour of the WSACC facilities at any time. <br /> <br />(D) INFORMAL PUBLIC COMMENTS <br /> <br />Chairman Carpenter opened the meeting for Informal Public Comments at <br />6:46 p.m. She stated each speaker would be limited to three minutes. <br /> <br />Larry J. Marlow of Odell School Road in Concord read excerpts from the <br />following: (1) Letter dated May 24, 2005, by Robert Kluttz (Planning Services <br />for Cabarrus County Schools) concerning the lack of spaces in the schools to <br />accommodate new growth; and (2) Recent editorial in THE INDEPENDENT TRIBUNE <br />concerning the importance of managed growth. He encouraged the Board to deny <br />proposed subdivisions in the Northwest area because of overcrowding in the <br />schools; and if necessary, to go to court to fight against school overcrowding. <br /> <br />Price Crutchfield of Love Street in Concord commented on the infringement <br />of his civil liberties and freedom of speech by the Concord Police Department. <br />He stated he was falsely accused of scaring children and violating an <br />individual's personal space with his sign. He said he has never harmed a woman <br />or a child and has to protect citizens from the unconstitutional attitudes and <br />activities of the Concord Police Department. <br /> <br />Jerry Williamson of Marsh Avenue in Concord commented on the following <br />issues concerning the County Attorney position: the contract extension for the <br />Fletcher Hartsell, Jr.; the status of the reimbursement for the $130,000.00 <br />settlement; posting of the County Attorney position; and the $75,000.00 <br />severance package for the former County Attorney. He urged the Board to stop <br />wasting taxpayer's money, to post the position and pick the best person for the <br />job. <br /> <br />Pastor Tommy Steele reported his church purchased a parsonage in 1999 and <br />thought the property was tax exempt because a tax-exempt form was completed for <br />the other church property. However, he stated the church received a tax bill <br />for $6,700.00 for the parsonage because the tax form for the parsonage had not <br />been signed. He asked the Board to overturn the tax bill since the parsonage <br />belongs to the church. <br />
