<br />August 15, 2005 - Regular Meeting <br /> <br />Page <br /> <br />304 <br /> <br />UPON MOTJ:ON of Commissioner Privette, seconded by Commissioner Freeman <br />and unanimously carried, the Board reappointed patricia Baker (Social <br />Services), Frances Lowder (CCTS Client), Dan Payne (Schools) and Jerry Mingo <br />(Visually Impaired - Exception to the Appointment Policy) to the Transportation <br />Advisory Board for terms ending June 30, 2008. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Chairman Carpenter and <br />unanimously carried, the Board appointed the following ex officio members to <br />the Transportation Advisory Board: <br /> <br />Bonny Ellis (Rehabilitation Therapist, NC Mental Health) - unexpired term <br />ending June 30, 2007; <br />Scott Franklin (Cabarrus Workshop) and David Montague (Safety Officer) <br />terms ending June 30, 2008. <br /> <br />(H-6) Planning and Zoning Commission <br /> <br />Commissioner Juba briefly reviewed the selection process for membership <br />on the restructured Planning and Zoning Commission as outlined earlier in the <br />meeting by Chairman Carpenter. Also, she reviewed the slate of nominees that <br />she and Commissioner Freeman presented to the Board at the August 8th work <br />session. Commissioner Juba stated she and Commissioner Freeman had been unable <br />to meet to discuss recommended terms of appointment as requested by the Board <br />at that time and that she was proposing the following terms. <br /> <br />3-year Term Ending August 31, 2008: <br />Roger Haas (Kannapolis); Barry Shoemaker (Northwest); Thomas Porter <br />(Eastern); and Armistead E. Divine (Alternate) <br /> <br />2-year Term Ending August 31, 2007: <br />Danny W. Fesperman (Central); Larry Griffin (Harrisburg); Ian Prince <br />(At-large); and Lanny Lancaster (Alternate) <br /> <br />1-year Term Ending August 31, 2006: <br />Todd C. Berg (Concord); Brenda Cook (Midland); Karen D. Daugherty (At- <br />large); and John D. Cuff (Alternate) <br /> <br />Commissioner Freeman submitted a different list of nominees than the one <br />presented to the Board on August 8. He read a letter from Midland Mayor A. J. <br />Tucker recommending the appointment of Carl Hill to the Commission. Stating <br />some of the former members should remain on the Planning and Zoning Commission, <br />he recommended the following appointments: <br /> <br /> <br />3-year Term Ending August 31, 2008: <br />Karen D. Daugherty (Northwest); Mark Smith (Central); Lanny Lancaster <br />(Eastern); and Eugene Divine (Alternate) <br /> <br />2-year Term Ending August 31, 2007: <br />Ted L. Kluttz (Concord); Carl Hill (Midland); Roger Haas (Kannapolis); <br />and Thomas Porter (Alternate) <br /> <br />1-year Term Ending August 31, 2006: <br />Larry Griffin (Harrisburg); Jeffery McDowell Hammett (At-large); Ian <br />Prince (At-large); and Daniel B. Crisco (Alternate) <br /> <br />Commissioner Juba pointed out that three of the nominees (Divine, Griffin <br />and Lancaster) she had named had served on the Planning and Zoning Commission. <br /> <br />vice Chairman Carruth made a motion to appoint members to the Planning <br />and zoning Commission as recommended by the subcommittee on August 8 and <br />presented by Commissioner Juba. Commissioner Juba seconded the motion. <br /> <br />Commissioner Privette stated more of the former members should remain on <br />the Planning and Zoning commission due to their knowledge of the recently <br />adopted development standards. He moved to amend Vice Chairman Carruth's motion <br />to include the appointment of the following: Bill Babb (Kannapolis); Marlynn <br />Burns (Northwest); Lanny Lancaster (Eastern); Mark Smith (Central); Daniel B. <br />Crisco (Concord); Eugene Divine (At-large); Carl Hill (Midland); Todd C. Berg <br />(Alternate); Danny W. Fesperman (Alternate) and Thomas Porter (Alternate). The <br />motion died for lack of a second. <br /> <br />Commissioner Freeman made a substitute motion to appoint the slate of <br />nominees (see above) that he had recommended for appointment to the Planning <br />and Zoning Commission. Commissioner Privette seconded the substitute motion <br />which failed with Commissioners Freeman and Privette voting for and Chairman <br />Carpenter, vice Chairman Carruth and Commissioner Juba voting against. <br />
