<br />August 15, 2005 - Regular Meeting <br /> <br />Page <br /> <br />294 <br /> <br />Glenn Ware of Ware Bonsall Architects estimated the cost of $5,000.00 to <br />$10,000.00 for a structural engineering report and stated it would take from <br />two to four weeks to complete. He reviewed the project schedule and pointed out <br />the Jail Annex is currently scheduled to be ready for bid by October 15. He <br />stated changes in the design related to the Tribune Building could cause a <br />delay of several months in the Jail project. <br /> <br />There was lengthy discussion regarding the Jail project. Items discussed <br />included the following: the importance of keeping the Jail project moving <br />forward in a timely manner to relieve overcrowding in the existing jail; <br />altering the design would delay the project and increase costs; the Board's <br />prior approval of the Jail Annex site plan; the escalating costs of concrete <br />and steel; the proposed location of the Jail Annex on Corban Avenue versus a <br />site at the rear of the property; the location of the tunnel and its <br />connectivity with the Courthouse; and the timing of the demolition work for the <br />Tribune Building and the two houses. The Board also discussed issues associated <br />with relocation of the two houses, including costs, driveway approval by the <br />Department of Transportation, etc. <br /> <br />vice Chairman Carruth suggested that local historical organizations could <br />work together to identify buildings to be preserved throughout Cabarrus County. <br /> <br />Mr. Ritchie <br />buildings and asked <br />Tribune Building. <br /> <br />commented on the importance of preserving historical <br />the Board to commit to studying the preservation of the old <br /> <br />Ms. Patten asked that Piedmont Preservation be given time <br />to the questions that had been raised during the meeting <br />relocation of the two houses to the County-owned property. <br /> <br />to get answers <br />regarding the <br /> <br />UPON MOTJ:ON of Commissioner Juba, seconded by vice Chairman Carruth with <br />Chairman Carpenter, vice Chairman Carruth and Commissioners Juba and Freeman <br />voting for and Commissioner Privette voting against, the Board voted to <br />continue with the drawings and plans for the Jail and Law Enforcement Center as <br />previously adopted by the Board with options for the preservation of the <br />buildings (Propst and Cline houses and the Tribune Building) to remain open if <br />they can be preserved without altering the course of the Jail project. <br /> <br />The motion by Commissioner Privette to table Commissioner Juha's motion <br />until August 19, 2005, in order to have answers to questions regarding the <br />relocation of the houses died for lack of a second. <br /> <br />(E-5) <br />School <br /> <br />Feasibility Study on the Future Use of the Former Bethel Elementary <br /> <br />John Day, County Manager, reported a proposal was presented to the Board <br />at its last meeting to consider a feasibility study and programming study of <br />the former Bethel Elementary School building for a variety of community <br />purposes as well as County offices. The Board had directed staff to ask the <br />Town of Midland to convene a committee to look at possible uses of the <br />facility. Mr. Day stated he had met with the Mayor and several Council <br />members, at which time they had presented a proposal/drawing by Sarah Little <br />Morrison showing potential uses of the property. He reviewed a letter from <br />Mayor Tucker asking the County to perform a feasibility study to determine the <br />cost of renovating the former school. <br /> <br />Chairman Carpenter reported Council Members Allen Burnette and John Crump <br />had indicated the Town's willingness to entertain the sharing of costs for the <br />feasibility study. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Chairman Carpenter and <br />unanimously carried, the Board agreed to move forward with a feasibility study <br />and programming study on the future use of the former Bethel Elementary School <br />building. <br /> <br />Proposals for performing the study will be brought back to the Board for <br />consideration. <br /> <br />(E-6) Completion of the upset Bid Process for the Sale of the Former Cabarrus <br />Bank/First Union Building <br /> <br />John Day, County Manager, reported the upset bid process was complete and <br />that a final offer of $1,389,253.00 was received from Allen Craven, LLC, for <br />the purchase of the former Cabarrus Bank/First Union Building. Allen Craven, <br />LLC submitted the first bid on June 14 for $1,260,000.00 thereby initiating the <br />upset bid process. At the end of the first bidding period (June 30), Danny <br />
