<br />August 15, 2005 - Regular Meeting <br /> <br />Page <br /> <br />295 <br /> <br />Bost, LLC submitted a bid for $1,323,050.00. The Bost offer was advertised and <br />a bid from Allen Craven LLC was received on July 20 in the amount of <br />$1,389,253.00. The Craven offer was advertised and the upset bid period ended <br />on August 9. No additional bids were received. <br /> <br />Chairman Carpenter asked to be recused from voting due to her employment <br />with Wachovia Bank. <br /> <br />vice Chairman Carruth stated that without objections the Board recused <br />Chairman Carpenter from voting. <br /> <br />UPON MOTJ:ON of Commissioner Freeman, seconded by commissioner Privette <br />with vice Chairman Carruth and Commissioners Freeman, Juba and Privette voting <br />for and Chairman Carpenter abstaining, the Board approved the final offer of <br />$1,389,253.00 by Allen Craven, LLC for the purchase of the former Cabarrus <br />Bank/First Union Building and authorized the County Manager and County Attorney <br />to enter into agreement(s) as required for the sale of the building pursuant to <br />the provisions of the Purchase and Sale Agreement submitted by Allen Craven, <br />LLC. <br /> <br />Vice Chairman Carruth returned the gavel to Chairman Carpenter, who <br />presided over the remainder of the meeting. <br /> <br />(F) CONSENT AGENDA <br /> <br />Commissioner Privette asked for the removal of <br />Construction Fund-Budget Amendment) and F-15 (Extension <br />Fletcher L. Hartsell, Jr., for Attorney Services) from the <br />discussion. <br /> <br />Items F-8 (Arena <br />of Contract with <br />Consent Agenda for <br /> <br />commissioner Freeman asked <br />Complex Field Maintenance/Upfit <br />Consent Agenda for discussion. <br /> <br />that Item F-12 (Frank Liske Park - Soccer <br />and Budget Amendment) be removed from the <br /> <br />(F-l) Renewal Contract with the NC Department of EIiviroIUnental & Natural <br />Resources to Provide Forestry Services in Cabarrus County <br /> <br />The annual budget for Forestry Service in Cabarrus County is $110,936.00 <br />with 60 percent provided by State and Federal funds and 40 percent provided by <br />Cabarrus County. The County's share of $44,374.00 was included in the FY 2006 <br />Budget. <br /> <br />UPON MOTJ:ON of Vice Chairman Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the FY 2006 contract with the North <br />Carolina Department of Environmental and Natural Resources in the amount of <br />$44,374.00 to provide forestry services in Cabarrus County. <br /> <br />(F-2) Department of Social Services <br />Behavioral Healthcare <br /> <br />Renewal Contract with Piedmont <br /> <br />UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the Piedmont Behavioral Healthcare <br />FY 2006 contract in the amount of $53,960.00 for the Department of Social <br />Services, and authorized the County Manager to execute the contract. The <br />contract provides for the case planning and case management of the Child <br />Welfare program. <br /> <br />(F-3) Tax Administration - Refund and Release Reports - July 2005 <br /> <br />UPON MOTJ:ON of Vice Chairman Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the July 2005 Release-Refund Report <br />as submitted by J.
