We invite other local governments, <br />service providers and community institutions to join us in a <br />broad-based community initiative to improve the prosperity, <br />educational achievement and health and reduce poverty, poor <br />health and crime by addressing issues and challenges that cut <br />across service and jurisdictional boundaries. <br /> <br />During discussion, Board members asked that the <br />included in the goals statement: eliminate barriers <br />create wealth (community). <br /> <br />following issues be <br />to opportunity and <br /> <br />The Board identified the following groups or stakeholders to be <br />involved in the process, the Board's role and responsibility and steps to get <br />started. <br /> <br />Stakeholders: <br /> <br />. Cabarrus County and Board of Commissioners <br />. Human Service providers - DSS, Health Alliance, mental health, <br />aging, etc. <br />. Schools - county/city/home/private/charter, community colleges <br />. Municipalities <br />. Governing boards <br />. Churches <br />. Economic Development Corporation/ Chamber of Commerce <br />. Charitable organizations/community nonprofits <br />. Hospi tal <br />. Youth Organizations <br />. Law enforcement <br />. State agencies/local legislative delegation <br />. Media <br /> <br />Board of Commissioners Roles and Responsibilities: <br /> <br />. Visible leadership and commitment <br />. Funding <br />. Help coordinate planning, reduce duplication, and improve <br />efficiency <br />. Only stakeholder with statutory responsibility <br />. Facilitator, convener <br />. Public accountability county-wide <br />. Setting policy priorities <br />. Bully Pulpit <br /> <br />Getting Started - Action Steps: <br /> <br />. Set the table - invite folks - bring them together <br />. Be credible <br />. Engage stakeholders in defining purpose, scope and goals <br />. Convene an elected officials summit <br />. Prepare a resolution to be adopted by the Board establishing its <br />statement of purpose <br /> <br />After discussion, there was general consensus that the first step would <br />be to get input from the stakeholders and that the County Manager would serve <br />as the point person in convening the stakeholders and gathering that <br />information. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Juba and <br />unanimously carried, the Board authorized the County Manager to begin the <br />process as outlined before the Board (see "Getting Started - Action Steps" as <br />set forth above) . <br /> <br />Mr. Day suggested that the Board adopt the statement of purpose and <br />commitment to begin implementation of the planning process. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Chairman Carpenter <br />and unanimously carried, the Board agreed for the draft statement of purpose <br />and goals (see above) to be used in preparing a Resolution for adoption by <br />the Board at its next meeting. <br />
