<br />August 20, 2005 - Recessed Meeting/Retreat <br /> <br />Page <br /> <br />315 <br /> <br />Vice Chairman Carruth agreed to draft the Resolution for the Board's <br />consideration. <br /> <br />There was general agreement that the .initial planning efforts would <br />include the representatives of the six agencies that participated in the <br />retreat. This would include Cabarrus County Schools, Kannapolis City Schools, <br />Social Services, Aging, Cabarrus Health Alliance and Piedmont Behavioral <br />Healthcare. <br /> <br />The planning retreat portion of the meeting ended at 12:05 p.m. <br /> <br />Construction Manager at Risk <br /> <br />Following a brief recess and lunch, Chairman Carpenter reconvened the <br />meeting at 12:45 p.m. for further discussion of the Construction Manager at <br />Risk (CM at Risk) for the Jail Project. <br /> <br />Commissioner Juba asked to be recused from voting pursuant to North <br />Carolina General Statute 153A-44 (NCGS 14-234) because of potential financial <br />involvement. <br /> <br />Chairman Carpenter stated without objections Commissioner Juba would be <br />recused from the vote. There were no objections. <br /> <br />Vice Chairman Carruth made a motion, seconded by Chairman Carpenter, <br />for the Board to hire Turner Construction to serve as the Construction <br />Manager at Risk for the Jail and Law Enforcement Center project; to authorize <br />the County Manager to draft a contract with Turner Construction and to hire a <br />construction attorney to assist in drawing up that contract; and to require <br />that the contract include a provision for a good faith effort on part of the <br />construction manager to use local Cabarrus County contractors as much as <br />possible in the construction project. <br /> <br />Commissioner Privette asked why only one company was considered for eM <br />at Risk. He also questioned the cost of the contract with Turner as well as <br />the cost associated with hiring a construction attorney. <br /> <br /> <br />Mr. Day stated that three companies (Turner Construction, FN Thompson <br />Company and Bovis Lend Lease) had expressed an interest in the project. He <br />advised that a staff corrunittee, assisted by Commissioner Juba, had reviewed <br />those companies. Further, he stated the cost would be determined in <br />developing the contract with Turner Construction and he did not know the cost <br />of a construction attorney. <br /> <br />Commissioner Freeman stated he had talked with other companies about <br />Turner Construction and the company was highly recommended. <br /> <br />Vice Chairman Carruth pointed out the contract with Turner Construction <br />would come back to the Board for formal approval. <br /> <br />The motion by Vice Chairman Carruth, and seconded by Chairman Carpenter <br />(set forth above) was approved with Chairman Carpenter, Vice Chairman Carruth <br />and Commissioner Freeman voting for, Commissioner Privette voting against <br />and Commissioner Juba abstaining. <br /> <br />Cabarrus Workshop / LIFESPAN <br /> <br />Mike Downs, Deputy County Manager, reported that LIFESPAN has <br />officially taken over Cabarrus Workshop. In order for LIFESPAN to reduce <br />expenses and continue Workshop operations, the company plans to discontinue <br />client transportation funding on September 1. The County currently receives <br />$8.00 per day ($4.00 paid by client, $4.00 paid by Workshop) to transport a <br />Workshop client to and from work. With LIFESPAN discontinuing transportation <br />funding, the client would be responsible for an additional $4.00 per day for <br />transportation services. To eliminate the need for the increased fee to the <br />client, the County would need to provide additional funds of approximately <br />$36,000.00 ($3,000.00 per month) to cover the loss of LIFESPAN's <br />contribution. <br /> <br />Vice Chairman Carruth disclosed for <br />relationship with LIFESPAN. He suggested that <br />talk with senior management of LIFESPAN regarding <br /> <br />the record his business <br />he have the opportunity to <br />the transportation issue. <br /> <br />UPON MOTION of Chairman Carpenter, seconded by Commissioner Privette <br />and unanimously carried, the Board agreed for the County to pay the September <br />portion of the transportation charges for the Cabarrus Workshop clients and <br />
