Further, the Board authorized the appropriate budget <br />amendment to cover the transportation costs for the month of September. <br /> <br />piedmont Preservation Foundation <br /> <br />John Day, County <br />received from Piedmont <br />relocate the Propst and <br />property on Corban Avenue <br /> <br />Manager, distributed the following information <br />Preservation Foundation regarding its request to <br />Cline houses from the future jail site to County <br />adjacent to the cemetery: <br /> <br />. Letter dated August 19 from Concord City Manager Brian Hiatt <br />estimating the fee for water and sewer services and plumbing <br />installation charges at $10,350.00. <br />. Letter dated August 18 from Leah P. Wagner, Transportation <br />Technician, advising that a restricted access will be allowed on <br />Corban Avenue to serve the two historic homes. <br />. Drawing by Pete Cayado, Architect with Ware Bonsall Architects, <br />showing the proposed location of the two houses on Corban Avenue. <br /> <br />Mr. Day advised the use of the property for the two houses would eliminate 50 <br />parking spaces. Stating the lack of other surface parking, he estimated the <br />value of the 50 parking spaces at approximately $750,000.00 if additional <br />property has to be purchased and buildings demolished to create parking or if <br />a parking deck is constructed. He recommended that the Board decline the <br />request to place the houses on County-owned property. <br /> <br />Commissioner Privette stated the need to find some way to preserve <br />history. <br /> <br />Mr. Day pointed out other examples of efforts by the County to preserve <br />history in downtown Concord. These included the buildings across the street <br />from the Courthouse, the First Union Building and the Historic Courthouse. <br /> <br />Commissioner Juba reported that piedmont Preservation in continuing to <br />look for other sites to relocate the two houses. <br /> <br /> <br />UPON MOTION of Commissioner Juba, seconded by Commissioner Freeman and <br />unanimously carried, the Board agreed that once Cabarrus County takes <br />possession of the Lockavitch property, the Cline and Propst houses will be <br />donated to piedmont Preservation and piedmont Preservation will be given as <br />long as practicably possible to move the houses. <br /> <br />County Attorney <br /> <br />vice Chairman Carruth reported the interim appointment of Fletcher L. <br />Hartsell, Jr., expires on August 31. At its meeting on August 15, the Board <br />appointed a new selection committee to make a recommendation concerning the <br />appointment of a new County Attorney but did not take action to extend Mr. <br />Hartsell's current appointment. He suggested that the Board reappoint Mr. <br />Hartsell until such time a new County Attorney is appointed. <br /> <br />There was discussion as to the extension of Mr. <br />specifically as to the term of the appointment <br />recommendation by the recently appointed committee. <br /> <br />Hartsell's appointment, <br />and the timing of a <br /> <br />UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board appointed Fletcher L. Hartsell, Jr., to <br />serve as the County Attorney until September 30, 2005; and if the committee <br />does not have a recommendation at the September 19th meeting for the <br />appointment of a new County Attorney, the Board will take further action at <br />that time. <br /> <br />Recess of Meeting <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Juba and <br />unanimously carried, the Board recessed the meeting at 1:10 p.m. until 7:00 <br />p.m. on August 29, 2005, at the Kannapolis Country Club located at 1196 <br />Fairway Drive, Kannapolis, North Carolina. <br /> <br />J~ J,~ <br /> <br />Clerk to the Board <br />
