<br />September 1, 2005 - Recessed Meeting / Work Session <br /> <br />Page <br /> <br />318 <br /> <br />The Board of Commissioners for the County of Cabarrus met in recessed <br />session/work session in the Multipurpose Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Thursday I September 1, <br />2005, at 3:30 p.m. The Board changed the date of the regular work session <br />at its meeting on August 15, 2005, and proper notice was given. <br /> <br />Present - Chairman: Carolyn B. Carpenter <br />vice Chairman: Robert W. Carruth <br />Commissioners: Robert M. Freeman <br />Joni D. Juba <br />Coy C. Privette <br /> <br />Also present were John D. Day, <br />Jr., County AttorneYi Frankie F. <br />Honeycutt, Deputy Clerk to the Board. <br /> <br />County Manager i <br />Bonds, Clerk to <br /> <br />Fletcher L. <br />the Board; <br /> <br />Hartsell, <br />and Kay <br /> <br />Chairman Carpenter called the meeting to order at 3:32 p.m. Vice <br />Chairman Carruth was not present for the beginning of the meeting. <br /> <br />commissioner Freeman gave the invocation. <br /> <br />Chairman Carpenter expressed concern for victims of Hurricane Katrina <br />and reported the gasoline supply lines that serve this region were damaged. <br />She encouraged County employees and citizens to conserve fuel whenever <br />possible. <br /> <br />Security Cameras - Jail <br /> <br /> <br />Chief Deputy Paul Hunt with the Sheriff's Department reported an <br />inspection of the security camera system at the Jail by SFI Electronics had <br />determined that the camera system is beyond repair and requires a complete <br />replacement. He advised that all of the new equipment, with the exception of <br />the wiring, will be relocated to the new Law Enforcement Center. <br /> <br />UPON MOTION of Commissioner Juba, seconded by Chairman Carpenter with <br />Chairman Carpenter and Commissioners Freeman, Juba and Privette voting for, <br />the Board adopted the following budget amendment appropriating funds for the <br />new Jail security camera system. <br /> <br />BUDGET REVISION/AMENDMENT REQUEST <br /> <br />DEPARTMENT OF SHERIFF - JAIL <br />AMOUNT: $14,971.00 <br />TYPE OF ADJUSTMENT: Transfer Between Departments/Funds <br />PURPOSE OF REQUEST: Upon request of the Sheriff's Department, SFI Electronics <br />inspected the security camera system at the Jail. Upon inspection for <br />repair, and after the budget process was completed, it was determined that <br />the camera system was beyond repair. This system requires complete <br />replacement for the safety and security of the inmates and employees. <br />project includes electrical and installation costs. Equipment will be <br />relocated to the new Law Enforcement Center. <br /> <br />Account No. <br />00191910-9660 <br />Contingency <br />00192130-9331 <br />Minor Equipment <br /> <br />Present <br />Approved Budget <br />$232,210.00 <br /> <br />Increase <br /> <br />Decrease <br />$14,971. 00 <br /> <br />Revised Budget <br />$217,239.00 <br /> <br />$13,000.00 <br />& Furniture <br /> <br />$14,971.00 <br /> <br />$27,971.00 <br /> <br />Vice Chairman Carruth arrived at 3:39 p.m. and was present for the <br />remainder of the meeting. <br /> <br />Industrial Incentive Grant for Cabarrus Plastics, Inc. <br /> <br />Ryan McDaniels of the Cabarrus Economic Development Corporation (EDC) <br />presented a request by Cabarrus Plastics, Inc., for an incentive grant to <br />expand its plastics-injection molding business in Cabarrus County. He <br />reported the company was recently purchased by a larger organization that <br />owns multiple plastic and automotive production facilities across the nation, <br />including a facility in Statesville. He stated the operation could go to the <br />Statesville facility if it does not come to Concord. Mr. McDaniels stated <br />the estimated investment is $9.8 million ($2.8 million real estate; $7 <br />million equipment), and 18 new full-time jobs are anticipated. The company is <br />eligible for a Level 1 grant pursuant to the Industrial Development Incentive <br />grant program guidelines effective January I, 2004. <br />
