<br />September I, 2005 - Recessed Meeting / Work Session <br /> <br />Page <br /> <br />319 <br /> <br />Mr. McDaniels responded to several questions concerning the creation <br />and fulfillment of the projected 18 new jobs. There was discussion about <br />companies in other counties failing to fulfill promises to add new jobs as <br />well as the importance of protecting jobs that are already in Cabarrus <br />County. <br /> <br />John Cox, CEO of the Cabarrus Regional Chamber of Commerce and EDC, <br />pointed out the County's established incentive grant policy does not include <br />a job qualifier. Further, he stated the County and the local municipalities <br />have differing incentive grant policies and EDC is making a thorough <br />evaluation of those programs as well as programs from surrounding counties. <br />A recommendation concerning those programs will be presented to the EDC Board <br />in the near future. <br /> <br />UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Juba and <br />unanimously carried, the Board agreed to schedule a public hearing on the <br />incentive grant request by Cabarrus Plastics, Inc., at 6:30 p.m. on September <br />19, 2005. <br /> <br />DSS Request for Six Child Protective Services positions <br /> <br />connie Polk, Social Work Program Administrator, presented the request <br />for six additional positions (5 Social Workers and 1 supervisor) to implement <br />the Multiple Response System (MRS) for Child Protective Services in Cabarrus <br />County. This will bring the caseloads down from 12 to the 10 cases per social <br />Worker average used in the MRS. The County will receive annual funding of <br />$232,555.00 for the positions. Jim Cook, Social Services Director, wrote in <br />his request to the Board that the positions will be deleted should the funds <br />supporting these positions cease to be available in the future. The MRS is <br />scheduled to be implemented in Cabarrus County on January 1, 2006. <br /> <br /> <br />UPON MOTION of Commissioner Privette, seconded by vice Chairman Carruth <br />and unanimously carried, the Board agreed to place the DSS request for six <br />additional Child Protective Services positions for the Multiple Response <br />System on the September Agenda as a Consent item. <br /> <br />Fund Balance APpropriation from FY 2005 <br /> <br />Pam Dubois, Deputy County Manager, presented a budget amendment in the <br />amount of $1,579,478.65 to appropriate fund balance from FY 05 for on-going <br />projects and/or grants. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Chairman Carpenter <br />and unanimously carried, the Board voted to place the Fund Balance <br />Appropriation from FY 05 on the September Agenda as a Consent item. <br /> <br />Bethel Elementary Feasibility Study <br /> <br />John Day, County Manager, presented a Request for Proposal (RFP) for <br />Feasibility Assessment and Pre-design Services for the old Bethel Elementary <br />School in Midland. He stated the proposals could be received prior to the <br />Board's meeting on September 19 and a budget amendment appropriating funds <br />for the study could be considered at that time. <br /> <br />There was brief discussion as to whether the Town of Midland would <br />contribute funds towards the cost of the feasibility study. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Chairman Carpenter <br />and unanimously carried, the Board authorized the County Manager to send out <br />a Request for Proposal (RFP) for Feasibility Assessment and pre-design <br />Services for the old Bethel Elementary School in Midland. <br /> <br />Adequate Public Facilities Ordinance - Discussion <br /> <br />John Day, County Manager, addressed the possibility of updating the <br />Adequate Public Facilities Ordinance (APFO) to include the phasing of <br />development to mitigate the impact of growth. He said the Consent Agreement <br />with developers could include a build out schedule to address school adequacy <br />issues. <br /> <br />Jonathan Marshall, Commerce Director, presented an estimate of build <br />out schedules for approved and pending subdivisions that calculated student <br />generation and estimated school seat availability. He reviewed the estimate <br />which included the following information: Total lots per year; Students per <br />year from lots; CCS (Cabarrus County Schools) projected number of new <br />students; CCS projected enrollmenti CCS available seatsi and seats vs. <br />
