He reported that the updated 15-year Plan for the County Schools <br />was used in preparing these estimates. <br /> <br />There was general discussion on the following issues: the method of <br />proj ecting the number of new students; seat availability by school versus <br />county-wide; the availability of school seats in the Kannapolis City Schools; <br />time of testing for school adequacy; opportunity for developers to purchase <br />school capacity; the subdivisions and Consent Agreements that are currently <br />pending; and the need to obtain feedback from the school board and <br />developers. <br /> <br />UPON MOTION of Commissioner Juba, seconded by Vice Chairman Carruth and <br />unanimously carried, the Board: (1) Directed staff to discuss developing <br />build-out schedules as part of the Adequate Public Facilities Ordinance with <br />the school system, builders and other groups; and (2) Directed staff to <br />negotiate with developers of the following subdivisions: Waterford, <br />Wellington Chase, The Enclave, pelhem point, Laurel Park (Phases 4-6), <br />Laureldale, Savannah Glen, wellspring village, and the Woods at Winecoff, to <br />come to a consensus on a Consent Agreement that includes a build-out <br />schedule. <br /> <br />There was discussion as to when staff would give a report on <br />discussions with the developers, including a recessed meeting on September <br />12th with the Kannapolis city Council. Mr. Day suggested that the Board could <br />recess that meeting at the Kannapolis Country Club, which is located in Rowan <br />County, and meet at the Kannapolis Library for the update. However, there was <br />some discussion about the issue of public notice for that meeting. Also, <br />Commissioner Privette advised he would be out of town on the 12th. <br /> <br />Reclassification of position with the 4-H SOS Go1dminer Afterschoo1 Pro ram <br /> <br />Pam Dubois, Deputy County Manager, presented a request to reclassify a <br />part-time temporary clerical assistant at Cooperative Extension to a full- <br />time permanent administrative assistant for the 4-H SOS Goldminer Afterschool <br />Program. She reported program enrollment has increased 135 percent and the <br />position would be funded completely by grants and/or program user fees. If <br />the grant funds/user fees for this position become depleted, she said the <br />position would be eliminated. <br /> <br />UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board agreed to place the request for <br />reclassification of the position for the 4-H SOS Goldminer Afterschool <br />Program and associated budget amendment on the september Agenda as a Consent <br />item. <br /> <br />Proposed Reduction in Transportation Services as a Result of Hurricane <br />Katrina and Gasoline Shortages <br /> <br />In response to damaged oil refineries and gasoline pipelines from <br />Hurricane Katrina, Mike Downs, Deputy County Manager, reported the County has <br />a limited reserve of gasoline and has asked County personnel to conserve <br />fuel. To save fuel for emergency response personnel, Mr. Downs reported the <br />Cabarrus County Public Transit System would need to scale back its <br />operations. <br /> <br />Randy Bass, Transportation Director, presented the following <br />recommendations for fuel conservation: (1) Continue to serve all dialysis <br />trips as scheduled; (2) Reduce demand response trips to only those trips that <br />are necessary to maintain quality health and ask clients to reschedule all <br />other appointments to a later date; (3) Ask all clients to reschedule routine <br />standing appointments to a later date; (4) Due to Federal ADA laws, continue <br />to serve ADA Work Program clients; (5) Discontinue Lunch Plus Meal sites <br />until the fuel supply returns; and (6) suspend Lifespan trips until fuel <br />supply returns. <br /> <br />Mr. Downs recommended notifying affected parties on September 2nd of the <br />downgrading of transportation services scheduled to begin on Tuesday, <br />September 6th. He said he was hopeful that the fuel crisis would improve by <br />September 6th and that the Transportation Department could return to its <br />regular activities on september 7th. <br /> <br />There was brief discussion on the operational status of the gas lines <br />that serve the East Coast. There were also concerns about Recommendation No. <br />5 and the impact on meals provided to senior citizens. <br />
