<br />September 9, 2005 - special Meeting <br /> <br />Page <br /> <br />324 <br /> <br />The Board of Commissioners for the County of Cabarrus held a Special <br />Meeting in the Multipurpose Room at the Cabarrus County Governmental Center <br />in ConcordJ North Carolina on Friday, September 9/ 2005, at 3 :00 p.m. The <br />purpose of this meeting was to discuss the Jail and Law Enforcement Center <br />proj ect (the "proj ect") and to take such actions as may be necessary or <br />appropriate related to or in pursuit of the Project. <br /> <br />present - Chairman: Carolyn B. Carpenter <br />Vice Chairman: Robert W. Carruth <br />Commissioners: Robert M. Freeman <br />Joni D. Juba <br />Coy C. privette <br /> <br />Also present were John D. Day I County Manager i <br />Jr./ County Attorney; Frankie F. Bonds, Clerk to <br />Honeycutt, Deputy Clerk to the Board. <br /> <br />Fletcher L. Hartsell, <br />the Board; and Kay <br /> <br />Chairman Carpenter called the meeting to order at 3:00 p.m. <br />Commissioner Freeman was not present for the beginning of the meeting. <br /> <br />vice Chairman Carruth gave the invocation. <br /> <br />Chairman Carpenter commented on victims of Hurricane Katrina. She <br />reported 35 families were relocated to Cabarrus County and she encouraged all <br />citizens to participate in local blood drives and other hurricane relief <br />efforts. <br /> <br />Chairman Carpenter distributed an e-mail from Zac Moretz, to be entered <br />into the record as a public comment. In his e-mail.Mr . Moretz urged the <br />Board to preserve the Tribune Building and stated it is the official position <br />and request of the Concord Downtown Development Corporation that the building <br />be saved. <br /> <br />commissioner Freeman arrived at 3 :10 p.m. and was present for the <br />remainder of the meeting. <br /> <br />Chairman Carpenter distributed a copy of the comments made by Heath <br />Ritchie at the August 15th Board meeting to Board members. <br /> <br />Chairman Carpenter stated a public hearing had not been called and the <br />purpose of this meeting was for the Board to receive additional information <br />regarding the jail project. <br /> <br />John Day, County Manager, reported Ware Bonsall Architects was asked to <br />investigate possible alternatives for reconfiguring the Law Enforcement <br />center/Jail/Annex complex to preserve some or all of the Tribune Building. <br />He reviewed the events associated with the jail project, including the <br />following: (1) Selection of the Corban Avenue site as the location for the <br />complex after a series of open houses; (2) Consideration of constructing a <br />temporary jail at the Arena and Events Center to address jail overcrowding; <br />and (3) Board's unanimous decision on May 23 to build the Jail Annex on the <br />site of the new complex with the architects to "fit" the building on that <br />site. <br /> <br />Desi nOtions/Structural Anal sis of the fo~er Concord Tribune Buildin <br /> <br />Pete Cayado of Ware Bonsall Architects presented a site plan showing <br />the location of the planned Sheriff's operation building, Jail Housing units <br />and the Jail Annex. He pointed out the overlapping of the Annex and the rear <br />of the Tribune Building and stated approximately 38 feet would have to be <br />removed from the back of the building. Mr. Cayado presented the following <br />two options: <br /> <br /> <br />(1) Turn the Annex sideways along Corban Avenue with an estimated cost of <br />$180,000.00 to start over on the design of the Annex; and <br />(2) Move the entire complex eastward with an estimated cost of $1 million <br />to start over on the design of the project. <br /> <br />commissioner Juba asked about the possibility of leaving the Annex as <br />it is designed and taking 38 feet off the back of the Tribune Building. <br /> <br />Mr. Cayado agreed that was an option but pointed out it would cost more <br />to remove the back wall and structurally stabilize the building than it would <br />cost to demolish it. He estimated the cost of a structural assessment at <br />$100,000.00 plus additional costs to stabilize the building once the back has <br />been removed. <br />
