<br />September 9, 2005 - Special Meeting <br /> <br />Page <br /> <br />325 <br /> <br />Sheriff Brad Riley reported today's jail population is 206. The average <br />daily population last month was 220 and the jail capacity is 142. <br /> <br />Each option was generally discussed and Mr. Cayado responded to a <br />variety of questions regarding each option. Issues addressed included the <br />following: (1) the cost and delay associated with each option; (2) future <br />use of the vacant corner at Corban Avenue and Union Street; (3) location of <br />the tunnel that will connect the new facility to the Courthouse; (4) the <br />fa<;ade of the Annex; (5) the historical integrity of downtown Concord; and <br />(6) the current physical condition of the Tribune Building. <br /> <br />Mr. <br />completed <br />associated <br /> <br />Hartsell <br />for the <br />with the <br /> <br />reported that the condemnation proceedings had been <br />Tribune Building. He reviewed the legal requirements <br />resale of the property. <br /> <br />Commissioner Privette suggested the residents be given an opportunity <br />to comment on the proposals. <br /> <br />Mr. Day suggested advertising and holding an open house for citizens to <br />view and comment on the proposed options. He said the results of the open <br />house would be reported to the Board at its regular September meeting. <br /> <br />Mr. Cayado reported <br />updated elevations to the <br />September 13. <br /> <br />he would be presenting <br />Residents of Historic <br /> <br />the options <br />Concord at a <br /> <br />as well <br />meeting <br /> <br />as <br />on <br /> <br />Commissioner Privette asked if Heath Ritchie, President of Residents of <br />Historic Concord (RHC) , could comment on the proposed options. <br /> <br />Mr. Ritchie stated he had no problem with the Jail design as there had <br />been an opportunity for public input. However, he objected to the design of <br />the Annex, its impact on the Tribune Building and the lack of opportunity for <br />public input regarding the Annex. Mr. Ritchie encouraged the Board to <br />preserve the Tribune Building and disagreed with the cost estimate for a <br />structural assessment. He stated he could not give an opinion on the best <br />location for the Annex but said some residents would not want to see the jail <br />on Union Street. He also expressed concern about the lack of a plan for the <br />corner of Union Street and Corban Avenue. Further, Mr. Ritchie stated he had <br />attended an appearance committee meeting, during which there had been <br />informal discussion regarding the Annex. He said the residents are willing to <br />host the Jail downtown but asked that the Board work with them on the <br />appearance of the building and the preservation of what they consider <br />important aspects of Concord. <br /> <br />Mr. Day reported the open house could be held on September 15, 2005, in <br />the Rotunda of the Governmental Center from 4:00 p.m. to 6:00 p.m. Notices <br />will be advertised in the local newspapers as well as posted on the County's <br />website and Channel 22. Written comments will be received from the public at <br />that time. <br /> <br />John Snuggs, a member of the Board of Directors for the Residents of <br />Historic Concord, requested to address the Board. <br /> <br />Chairman Carpenter reminded the audience that a public hearing was not <br />scheduled for this meeting. She asked Mr. Snuggs to present his comments in <br />writing to the Board. <br /> <br />Mr. Cayado responded to questions concerning the proposed relocation of <br />the Cline and Propst houses to County property on Corban Avenue. He reported <br />a large number of parking spaces for the Law Enforcement Center will be lost <br />if the houses are moved to that location. <br /> <br />Rebecca Patten, a volunteer with piedmont preservation Foundation, <br />reported piedmont is proceeding with plans to relocate the houses. She <br />commented on the following issues: (1) Inability to relocate the houses to <br />property owned by Barber Scotia College; (2) Cost of relocating the houses; <br />and (3) Possibility of the County selling or donating the property on Corban <br />Avenue for the two houses. <br /> <br />Recess of Meeting <br /> <br />with there being no further business to come before the Board, Chairman <br />Carpenter adjourned the meeting at 4:32 p.m. <br /> <br />j--~ 3--.~ <br /> <br />Clerk to the Board <br />
