<br />September 29, 2005 - Recessed Meeting <br /> <br />Page <br /> <br />348 <br /> <br />Resolution Establishing Statement of Purpose to Address Health, Education and <br />Human Service Issues Facing Cabarrus County <br /> <br />At a retreat in August, the Board discussed cross cutting issues in the <br />areas of health, education and human services. They developed a draft <br />statement of purpose to address those issues with a formal Resolution to be <br />prepared for consideration by the Board. <br /> <br />UPON MOTION of Vice Chairman Carruthl seconded by Commissioner Privette <br />and unanimously carried, the Board adopted the following Resolution. <br /> <br />Resolution No. 2005-26 <br /> <br />RESOLUTION <br /> <br />WHEREAS, Cabarrus County is facing a rapidly changing economy, <br />unprecedented growth and diversification of its population; and <br /> <br /> <br />WHEREAS, both the state and federal government have increasingly pushed <br />the responsibility to fund mandated human services and education on local <br />government; and <br /> <br />WHEREAS, these factors have combined to increase the burden on the <br />Board of Commissioners of Cabarrus County to meet the needs of its citizens; <br />and <br /> <br />WHEREAS, county government in North Carolina has the <br />responsibility to provide for public health and human services <br />jurisdiction; and <br /> <br />statutory <br />within its <br /> <br />WHEREAS, county government in North Carolina also has the statutory <br />responsibility to provide funding for a considerable portion of the public <br />school budget within its jurisdiction, in addition to providing for the <br />construction of school buildings; and <br /> <br />WHEREAS, the Board of Commissioners of Cabarrus County <br />the need, along with the key human services providers and <br />county, that greater collaboration and coordination will <br />success in addressing human service and educational needs. <br /> <br />has recognized <br />educators in the <br />lead to greater <br /> <br />THEREFORE, <br />Commissioners: <br /> <br />BE IT RESOLVED that the Cabarrus <br /> <br />County Board of <br /> <br />1. Invite other local government human service providers, educators, <br />stakeholders, and other institutions involved in meeting human and <br />educational needs in Cabarrus County to join with the Cabarrus County <br />Board of Commissioners in developing a long range, community wide effort <br />to improve the prosperity, educational achievement, and health of the <br />community by addressing the issues that lead to poverty, poor health, <br />crime and barriers to creating community wealth through collaboration and <br />integration of effort that cuts across jurisdictional and service <br />provision boundaries; and <br /> <br />2. Direct the county manager to convene as <br />force of key human services providers <br />initiate the process of developing a long <br /> <br />soon as feasibly possible a task <br />and educators in the county to <br />range action plan to that end. <br /> <br />Adopted this 29th day of September, 2005. <br /> <br />!s!
