<br />October 3, 2005 - Recessed Meeting / Work Session <br /> <br />Page <br /> <br />353 <br /> <br />space south of the designated parking lot that could be used to add the 40 or <br />more parking spaces displaced by PPF's purchase of the property. FinallYI he <br />questioned the value of almost $500,000.00 for 43 parking spaces. <br /> <br />John Day, County Manager, reported addi tional contact had been made <br />with Turner Construction regarding the replacement costs for the lost parking <br />spaces. He stated the cost of the required segmented wall portion totals <br />approximately $298,554.00 with additional costs for changes in curbs, <br />drainage, etc. Based on the new figures, Mr. Day stated the cost for <br />replacing the lost parking spaces is now estimated at approximately <br />$300,000.00. <br /> <br />There was further discussion regarding the relocation of the Cline and <br />Propst houses, including the time schedule for moving the two houses and the <br />type of financial arrangement to recoup the cost of site improvements to <br />replace the lost parking spaces. <br /> <br />Mr. Hartsell suggested the County could transfer the property to PPF <br />with a lien for an identified amount, but agree to subordinate it to the <br />funds that PPF borrows to move the houses. <br /> <br />Commissioner Privette made a motion to place the proposal from piedmont <br />Preservation Foundation to purchase .663 acre of County-owned property on <br />Corban Avenue at the current tax value of $34,887.00 on the October 17th <br />Agenda in order to allow time to get additional information. The motion died <br />for lack of a second. <br /> <br />Ms. Patten stated a vote on the sale of the property to PPF was needed <br />at this meeting. <br /> <br />Commissioner Privette made a motion to sell .663 acre of County-owned <br />property on Corban Avenue and adjacent to the Lutheran cemetery to piedmont <br />Preservation Foundation at the current tax value of $34,887.00 and to <br />authorize the architects to proceed with redesigning the project to replace <br />the lost parking spaces. Commissioner Freeman seconded the motion. <br /> <br />Chairman Carpenter moved <br />include the provision that the <br />lien for an identified amount I <br />Privette seconded the amendment. <br /> <br />to amend Commissioner Privette's motion to <br />County transfer the property to PPF with a <br />but agree to subordinate it. commissioner <br /> <br />Mr. Hartsell responded to questions by Ms. Patten and Ms. Magaldi <br />regarding financing options. <br /> <br />After discussion, Chairman Carpenter withdrew her amendment and <br />Commissioner Privette withdrew his second. <br /> <br />vice Chairman Carruth moved to amend Commissioner Privette's motion to <br />include the following: (1) Sell piedmont Preservation Foundation .663 acre of <br />property on Corban Avenue for $34,887.00 to be paid upfront; (2) Place a lien <br />of up to $300,000.00 on the land to be subordinated to the main mortgage; (3) <br />Houses to be moved by the last possible date that will not impede the <br />construction process with the date to be determined by Turner Construction; <br />and (4) Authorize the County Manager and County Attorney to finalize all <br />details concerning the sale of the property. Chairman Carpenter seconded the <br />amendment, and it was unanimously approved. <br /> <br />The Board voted unanimously to approve the motion (set forth above) by <br />Commissioner Privette I seconded by Commissioner Freeman, as amended. <br /> <br />Budget Amendment - Structural Analysis/Assessment Study of the Old Tribune <br />Building <br /> <br />UPON MOTION of vice Chairman Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board added the following item to the agenda: <br />Budget Amendment for the Structural Analysis/Assessment Study of the Old <br />Tribune Building. <br /> <br />Vice Chairman Carruth reported the Board had previously authorized a <br />budget amendment in the amount of $300,000.00 to perform the structural <br />analysis/assessment study of the old Tribune Building. It had been <br />determined that the cost for that study would be approximately $30,000.00. <br /> <br />UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Privette <br />and unanimously carried I the Board moved to reduce the budget for the <br />structural analysis/assessment study of the Tribune Building from $300,000.00 <br />
