<br />October 3, 2005 - Recessed Meeting / Work Session <br /> <br />Page <br /> <br />352 <br /> <br />UPON MOTION of Commissioner Privette, seconded by Chairman Carpenter <br />and unanimously carried, the Board agreed to place the contract award for <br />construction of the Solid Waste Department Maintenance Garage on the October <br />17th Agenda as a Consent Item. <br /> <br />Request from Cabarrus County Schools Regarding the Advancement of Adequacy by <br />Portrait Homes <br /> <br />Jonathan Marshalll Director of Commerce, reported that Portrait Homes <br />is developing property off pitts School Road and has offered to sell the <br />County Schools an elementary school site on Clover Road/Pitts School Road at <br />a reduced price, including site preparation and construction of required <br />improvements. In return, the company is asking that the difference in value <br />be credited towards school adequacy requirements. Portrait Homes has <br />submitted a proposal for the sale of the land, including values for the <br />property, development fees and off site road improvements. Mr. Marshall <br />stated County staff, including staff from the Assessor's Office, will perform <br />a comparison to verify if the company has fairly represented the value of the <br />property and improvements. Additional information will be available at the <br />regular meeting on October 17. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Juba and <br />unanimously carried, the Board agreed to place the request from Cabarrus <br />County Schools regarding the advancement of school adequacy by Portrait Homes <br />on the October 17th Agenda as a New Business Item. <br /> <br />Update - Moving the Cline and Propst Houses <br /> <br />Chairman Carpenter stated the Board had voted on August 20 to give the <br />Cline and Propst houses to Piedmont Preservation Foundation (PPF). <br /> <br />Fletcher L. Hartsell, Jr., County Attorney, reported <br />discussion with counsel representing Joseph Lockavitch, <br />property condemned as a part of the new Jail site, regarding <br />is waiting for a response from counsel at this time. <br /> <br />there had been <br />who owned the <br />the houses. He <br /> <br />John Faulkenbury stated he was not a member of PPF. He asked the Board <br />to listen to the plan by piedmont Preservation Foundation (PPF) to preserve <br />the Cline and Propst houses. <br /> <br />Steve Morris, PPF Board Member, introduced Janet Magaldi and Rebecca <br />Patten along with other individuals from various communities present for the <br />meeting. He requested that the Board sell to PPF .663 acres of property <br />adjacent to the Lutheran Cemetery on Corban Avenue at the current tax value <br />of $34,887.00. He stated this was the only viable location to move the houses <br />due to their height and the utility lines. Mr. Morris reported that <br />protective covenants would be placed on the houses and Preservation North <br />Carolina would assist in marketing the houses for sale throughout the state <br />and region. Further, he said the sales proceeds, minus expenses (purchase of <br />property, moving houses, footings/foundations, etc.), would be returned to <br />the County and could be applied towards the cost of relocating Jail/LEC <br />parking spaces. <br /> <br />Ms. Patten estimated the cost to move the two houses to the County- <br />owned property at $75,000.00 plus expenses for footings, driveway, removing <br />trees, etc. <br /> <br />There was lengthy discussion on the following issues: <br />future use of the houses and required number of parking spaces; zoning <br />requirements; marketing of the houses; required easement for access to the <br />Lutheran Cemetery; efforts by PPF to solicit private donations; amount of <br />return on the sale of the homes; and loss of secure parking spaces for the <br />Jail/LEC. It was noted that Turner Construction has estimated the cost to <br />replace the lost parking spaces at $498,543.00. <br /> <br />George Liles, former Mayor of the City of Concord, spoke in support of <br />the relocation of the Cline and Propst houses. He stated parking for the <br />Jail/LEC would be available at the current location of the houses. <br /> <br />Commissioner Juba stated for the record that she would like to see <br />other entities "step up to the plate" in providing financial support for the <br />project. She pointed out the two houses have a value of $152,260.00 and that <br />is an investment the County is making on this project. <br /> <br />Carlos Moore, Architect and PPF Board member, stated he had reviewed <br />the site plan for the Jail project. He said there appears to be available <br />
