Added open burning requirements to incorporate NC <br />Fire Code and NC Air Quality standards to the local ordinance. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Chairman Carpenter <br />with Chairman Carpenter and Commissioners Freeman, Juba and Privette voting <br />for, the Board agreed to place the Ordinance Amending Chapter 34 (Fire <br />Prevention and Protection) Code of Ordinances, Cabarrus County, North <br />Carolina on the October 17th Agenda as a Consent item. <br /> <br />Vice Chairman Carruth arrived at 4 :22 p.m. and was present for the <br />remainder of the meeting. <br /> <br />Zoning Text Amendment - Case # C05-02(T) Recreational District Overlay Zone <br /> <br />Rodger Lentz, Planning and Zoning Manager, reviewed the proposed Zoning <br />Text Amendment that would permit the creation of a Recreational District <br />Overlay Zone. The zone would allow certain recreational land uses in <br />residential and agricultural zoning districts that do not permit recreational <br />activities by right and would be mapped only if a landowner petitions for it. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Chairman Carpenter <br />and unanimously carried, the Board agreed to schedule a public hearing on <br />Zoning Text Amendment [Case # C05-02 (T) Recreational District Overlay Zone) <br />at 6:30 p.m. on October 17, 2005. <br /> <br />Addition to the Agenda Relocation of the Cline and Propst Houses by <br />Piedmont Preservation Foundation <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Freeman <br />and unanimously carried, the Board agreed to add the relocation of the Cline <br />and Propst houses by piedmont Preservation Foundation to the Agenda for <br />discussion. <br /> <br />Request by the City of Kannapolis for a Contribution of $9,735.00 to Assist <br />with the Kannapolis Centennial Celebration <br /> <br />Chairman Carpenter presented a letter from Mayor <br />of Kannapolis requesting a contribution of $9,735.00 <br />Kannapolis 2006 Centennial Celebration. <br /> <br />Ray Moss of the City <br />to assist with the <br /> <br />There was a brief discussion regarding the funding request. It was <br />noted that the County had not contributed funds to other local municipalities <br />to assist with special events/celebrations. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Juba and <br />unanimously carried, the Board denied the request by the City of Kannapolis <br />for funds to assist with the Kannapolis Centennial Celebration and directed <br />staff to send a letter citing the County's past stance of not making <br />contributions to other municipalities for special events/celebrations. <br /> <br />Resolution Relative to the Incorporation of the Odell Community <br /> <br />Commissioner Freeman reported residents of the Odell Community had <br />asked that the Board adopt a Resolution concerning the incorporation of the <br />Odell Community. He asked that the Board consider this request. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Freeman <br />and unanimously carried, the Board agreed to place a Resolution relative to <br />the incorporation of the Odell Community on the October 17th Agenda as a New <br />Business item. <br /> <br />Contract Award for Construction of the Solid Waste Maintenance Garage <br /> <br />Mike Downs, Deputy County Manager, reported the following bids were <br />recei ved to construct the Solid Waste Department Maintenance Garage: R. J. <br />Fisher Construction (base bid $273,200.00, including four alternates <br />$275,330.00) and LaFave's Construction (base bid $294,487.00, including four <br />alternates $293,935.00). He recommended the contract be awarded to the low <br />bidder, R. J. Fisher. <br />
