<br />October 3, 2005 - Recessed Meeting / Work Session <br /> <br />Page <br /> <br />350 <br /> <br />There was brief discussion regarding the current policy that is based <br />on investment and the possibility of adding a requirement for the creation of <br />a minimum number of jobs. <br /> <br />John Cox, Executive Director of the Cabarrus Regional Chamber of <br />Commerce, commented on the impact of future State and Supreme Court decisions <br />on the use of incentives to attract business. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Chairman Carpenter <br />with Chairman Carpenter and Commissioners Freeman, Juba and Privette voting <br />for, the Board agreed to place the Incentive Review presentation on the <br />October 17th Agenda as a New Business item. <br /> <br />commissioner Privette requested a <br />received an incentive grant and the <br />companies. <br /> <br />report <br />number <br /> <br />of <br />of <br /> <br />all companies <br />jobs created <br /> <br />that have <br />by those <br /> <br />Request for an Additional Senior Elections Clerk in the Board of Elections <br /> <br />Based on recommendations from the State and County Boards of Elections, <br />Elections Director Linda Gri.st presented a request for an additional Senior <br />Elections Clerk. She reported the additional staff member was Deeded to <br />assist in implementing new laws and Dew requirements for precinct uniformity, <br />training staff and precinct officials in the use of the new voting equipment <br />and completing necessary audits. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Juba <br />with Commissioners Freeman, Juba and Privette and Chairman Carpenter voting <br />for, the Board agreed to place the request for an additional Senior Elections <br />Clerk on the October 17th Agenda as a Consent item. <br /> <br />Update - State Fire Marshal Inspections <br /> <br />Bobby Smith, Director of Emergency Management, presented an update on <br />the annual fire department inspections performed by the State Fire Marshal. <br />He reported the Mt. Pleasant Fire Department failed the inspection as a <br />contract was not in place to provide fire protection to a newly annexed area <br />located five miles from the fire station. However, Mr. Smith advised the <br />Department has now contracted with the Georgeville Fire Department to provide <br />fire protection for the annexed area. Further, he reported seven departments <br />currently have areas more than five miles from their respective fire <br />stations. The State Fire Marshal suggested increasing the service areas to <br />six miles; however, the fire districts were established by 1987 legislative <br />action and cannot be changed locally. Mr. Smith stated staff had discussed <br />this issue with Senator Fletcher Hartsell and an amendment is now pending in <br />the General Assembly to allow the County to change the fire district <br />boundaries. This amendment is be finalized at the next session of the General <br />Assembly. <br /> <br />Senator Hartsell (County Attorney) reported the bill passed all three <br />readings of the House and two of the three readings in the Senate before the <br />General Assembly adjourned. He said the bill would be finalized at the next <br />legislative day. <br /> <br />Mr. Smith reported the State Fire Marshal is aware of the pending <br />legislation and the County's plan to extend the districts to six miles. In <br />the interim, staff is working to prepare new maps that can be adopted once <br />the legislative action is complete. Also, staff will be working with the <br />fire chiefs concerning the realignment of the districts. <br /> <br />Revisions to the Ordinance Amending Chapter 34 <br />Protection) Code of Ordinances, Cabarrus County, North <br /> <br />(Fire Prevention <br />Carolina <br /> <br />and <br /> <br />Bobby Smith, Director of Emergency Management, presented proposed <br />revisions to update Chapter 34, Fire Prevention and Protection, of the Code <br />of Ordinances. The major revisions included the following: <br /> <br />. <br /> <br />Section 34 -2 9. Changes procedures to notify the Board of <br />Commissioners when Departments are not meeting the minimum standards <br />with recommendations to contract with another department until <br />deficiencies are corrected. <br /> <br />Section 34-30.6. Requires all active firefighters to have <br />identification cards and requires a department issued identification <br />tag on private vehicles used for emergency response. <br /> <br />. <br /> <br />
