<br />October 17, 2005 - Regular Meeting <br /> <br />Page <br /> <br />355 <br /> <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, October 17, 2005, <br />at 6:30 p.m. <br /> <br />Present - Chairman: Carolyn B. Carpenter <br />vice Chairman: Robert W. Carruth <br />Commissioners: Robert M. Freeman <br />Joni D. Juba <br />Coy C. Privette <br /> <br />Also present were John D. Day, County Manager; <br />Jr., County Attorney; Frankie F. Bonds, Clerk to <br />Honeycutt, Deputy Clerk to the Board. <br /> <br />Fletcher L. <br />the Board; <br /> <br />Hartsell, <br />and Kay <br /> <br />Chairman Carpenter called the meeting to order at 6:30 p.m. <br /> <br />Girl Scout Troop 492 of Rocky River Presbyterian Church conducted the <br />Flag Ceremony. Scouts participating in the ceremony were: Krystal Andrews, <br />Alexa Hann-Caruthers, Maddison Hightower, Leeah zimmer, Kristin Mulchi and <br />Brianna Watts. <br /> <br />Reverend Sarah Weaver of Trinity United Methodist Church gave the <br />invocation. <br /> <br />(A) APPROVAL OR CORRECTION OF MINUTES <br /> <br />UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Freeman <br />and unanimously carried, the Board approved the minutes of June 16, 2005 <br />(Recessed Meeting), June 20, 2005 (Regular Meeting), and the July 14, 2005 <br />(Regular Meeting) as written. <br /> <br />(B) APPROVAL OF THE AGENDA <br /> <br />UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the Agenda with the following <br />additions: CONSENT AGENDA - (F-9) Criminal Justice Partnership Program <br />Grant Award Contract and Related Budget Amendment; NEW BUSINESS (G-5) <br />Advancement of School Adequacy by Portrait Homes for the Clover Road <br />Elementary School Site and (G-6) Acquisition of Land for the Charles E. Boger <br />Elementary School. <br /> <br />(C) RECOGNITIONS AND PRESENTATIONS <br /> <br />(C-l) Celebration of National 4-H Week - Recognition of Table-Top Winners <br /> <br />Debbie Bost, County Extension Director, reported there are over 6,000 <br />youth in the 4-H Program in Cabarrus County with more than 837 adult leaders. <br />In celebration of National 4-H Week, Ms. Bost stated table-top exhibits or on <br />display in the Governmental Center Rotunda. She recognized the following <br />table-top winners: 9-10 Year Olds: l't Place - Ella Beth wickliff; 2nd Place <br />- Elizabeth Habina; 3rd Place - Courtney Boyd; 4th Place - Melissa Mason; and <br />Honorable Mention - Dustin Lipe and Hannah Harper; 11-12 Year Olds: 1st <br />Place - Peter Gossage; 2nd Place - Elizabeth Shuei and 3rd Place - Christine <br />Counts. 13 -15 Year Olds: 1st Place - Becca Gossage; 2nd Place - Kayla Mason; <br />3rd Place - Greylan Counts; 4th Place - Eden Lipe; and Honorable Mention - <br />Sarah Harper; 16 -18 Year Olds: 1 st Place Kristen Mason; and Cloverbuds <br />Honorable Mention Ribbons - Josh Harper and Mark Gossage. <br /> <br />(C-2) Proclamation - Weatherization Day <br /> <br />Kelly Sifford, Community Development Manager, commented on the rising <br />cost of heating fuel. She encouraged citizens to participate in the County's <br />Weatherization Program by contacting the Cabarrus County Commerce Department. <br />The following proclamation was presented: <br /> <br />Proclamation of Weatherization Day 2005 <br /> <br />Whereas, October is National Energy Awareness Month, and October 30 is <br />designated as National Weatherization Day; and <br />
