<br />October 17, 2005 - Regular Meeting <br /> <br />Page <br /> <br />356 <br /> <br />Whereas I <br />conserve its <br />Weatherization <br /> <br />the County of Cabarrus <br />resources and to help <br />Assistance Program; and <br /> <br />has a long <br />low-income <br /> <br />standing commitment <br />households through <br /> <br />to <br />its <br /> <br />Whereas, the State of North Carolina has administered the <br />weatherization Assistance Program since its inception in 1976, providing a <br />variety of state and federal resources through numerous community action <br />agencies, housing authorities and departments of local government that serve <br />people in every county in the state; and <br /> <br />Whereas, it is important to recognize the importance of those programs <br />that ensure that all residents, especially those living at or below the <br />federal poverty level, have the opportunity to live in energy efficient, <br />healthy, safe, and comfortable homes as provided for by the Weatherization <br />Assistance Program; <br /> <br />Now, Therefore, I, Carolyn Carpenter, Chairman of Cabarrus County Board <br />of Commissioners, do hereby proclaim October 30, 2005 as: <br /> <br />"Weatherization Day" <br /> <br />in the County of Cabarrus and I urge all citizens to join me in this <br />observance. <br /> <br />Signed this October 17, 2005 <br />/s/ Carolyn Carpenter <br />Carolyn Carpenter! Chairman <br />Board of Commissioners <br /> <br />(C-3) Recognition of Chairman Carpenter on her Appointment to the Justice <br />and Public Safety Steering Committee of the National Association of Counties <br /> <br />vice Chairman Carruth recognized Chairman Carpenter on her appointment <br />to the Justice and Public Safety Steering Committee of the National <br />Association of Counties (NACo). The appointment was made by Bill Hansell, <br />President of NACo. <br /> <br />(D) INFORMAL PUBLIC COMMENTS <br /> <br />Chairman Carpenter opened the meeting for Informal Public Comments at <br />6:42 p.m. She stated each speaker would be limited to three minutes. <br /> <br />Jane Shoemaker! resident of the Odell community! expressed appreciation <br />for a proclamation concerning the Odell incorporation. She stated <br />disappointment with the following actions by the Board: (1) September 29th <br />approval of three developments that had been rejected by the Planning and <br />Zoning Commission because of overburdened schools; and (2) Negotiation for a <br />settlement of a lawsuit filed by one of the developers while the County <br />Attorney was asking the Courts to dismiss the suit as "groundlessu. She said <br />the residents of the Odell community objected to 700 additional homes that <br />would further burden the schools and create additional traffic in the area. <br /> <br />Kip Lyon of Washington Lane in Concord presented several <br />related to the Jail. She asked why a 600-bed Jail was needed and <br />happen to the remaining 400 beds if there were only 200 prisoners. <br /> <br />questions <br />what would <br /> <br />Betty Lipe, resident of Odell School Road, expressed disappointment <br />with the decisions made by the Board at its September 29th meeting that was <br />not televised. She stated all meetings with controversial issues should be <br />televised. Ms. Lipe thanked the Board for the proclamation concerning the <br />Odell incorporation and stated the citizens of Odell want to define their own <br />destiny. In addition, she read an excerpt from the June 17, 2005 minutes <br />pertaining to property tax increases and stated approval of the developments <br />would result in non-conforming lots in the community. <br /> <br />Frances Gallimore of Union Street South objected to the construction of <br />a 600-bed Jail in downtown Concord and expressed concern about the impact a <br />Jail of that size would have on the downtown area. She reported prisoners <br />from other jails would be brought to Concord for additional revenues and <br />stated the 600-bed facility would produce approximately 1,200 visitors. She <br />asked the Board to reconsider its decision. <br /> <br />Jerry Williamson of <br />somewhere.
