Bonds, Clerk to the Board <br /> <br />The map showing the proposed Town of Odell is on file in the Office of <br />the County Manager. <br /> <br />There was general discussion regarding the Odell Community. Issues <br />addressed by the Board included the following: (1) Adoption of the new zoning <br />map and development standards that provided for one-acre lots in the <br />community; (2) Vesting of recently approved subdivisions under the old zoning <br />and density laws; (3) Phasing of the developments and required road <br />improvements that were a part of the subdivision approvals; and (4) School <br />adequacy issues. It was noted that the school adequacy information prepared <br />by staff from the County and the school system proj ected 1,674 available <br />seats in 2007. <br /> <br />commissioner Juba read a letter from a property owner in the Odell area <br />in opposition to incorporation of Odell. In the letter, the individual <br />addressed the following: (1) Size and current zoning of the area proposed for <br />incorporation; (2) Inability for the City of Kannapolis to annex the <br />individual's property without special legislation or by request; (3) No <br />additional services to be offered by the City of Odell; and (5) Additional <br />tax bill from the City of Odell. <br /> <br />(G-5) Advancement of School Adequacy by Portrait Homes for the Clover Road <br />Elementary School Site <br /> <br />Jonathan Marshall, Commerce Director, presented information on a <br />proposal from Portrait Homes to provide a school site, including <br />improvements, for a new elementary school off Clover Road. Portrait Homes has <br />valued the proposed school site, including site preparation and <br />infrastructure, at $2,060,750.00. The company has offered the property as a <br />school site at $1.7 million and has requested the County credit the <br />difference of $360,750.00 towards the advancement of school adequacy through <br />a consent agreement. Mr. Marshall reported the Tax Assessor's office <br />verified the land value, and staff is working with a civil engineer to verify <br />the value of the improvements. Cabarrus County Schools and Portrait Homes <br />request approval of the concept as presented to allow both parties to <br />continue site planning. <br /> <br />UPON MOTION of Vice Chairman Carruth, seconded by Chairman Carpenter <br />and unanimously carried, the Board endorsed in principle the concept of <br />crediting the amount of the value of the land and site improvements provided <br />by Portrait Homes that is greater than the purchase price for the Clover Road <br />elementary school site towards the advancement of school adequacy, subject to <br />a definitive agreement between Cabarrus County and Portrait Homes. <br /> <br />(G-6) Acquisition of Land for the Charles E. Boger Elementary School <br /> <br />The Cabarrus County Board of Education has requested the County to <br />transfer six acres of property on Boy Scout Camp Road to the Schools for the <br />Charles E. Boger Elementary School. The property was purchased in 2002 from <br />the Central North Carolina Council (Boy Scouts) for athletic fields. Also, <br />the School Board has requested the purchase of an additional 20 acres on Boy <br />Scout Camp Road for the new elementary school. The purchase will be funded <br />through the $98 million school bonds passed in November 2004. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Chairman Carpenter and <br />unanimously carried, the Board approved the transfer of six acres of property <br />on Boy Scout Camp Road to the Cabarrus County Schools and authorized the <br />County Manager and County Attorney to finalize the transfer of this property. <br />Further, the Board approved the purchase of 20 acres of land on Boy Scout <br />Camp Road for the Charles E. Boger Elementary School and adopted the <br />following budget amendment. <br />
