<br />October 17, 2005 - Regular Meeting <br /> <br />Page <br /> <br />375 <br /> <br />Commissioner Privette referenced quotations from <br />entitled The Great American Job Scam and commented <br />published by the GREENSBORO NEWS & RECORD on the use of <br />Carolina. <br /> <br />Greg LeRoy's <br />on a recent <br />incentives in <br /> <br />book <br />study <br />North <br /> <br />(G-3) Incentives Review <br /> <br />Clay Andrews, Recruiter with the Cabarrus Economic Development <br />Corporation (EDC), provided a historical review of the County's current <br />incentive policy, the context for competitiveness and recommended changes to <br />make the policy more competitive. He reviewed incentives offered by <br />governments around the Charlotte region and compared the minimum thresholds, <br />investment levels and time period with those offered by Cabarrus County. As <br />outlined in the work session on October 3, he presented a number of <br />recommendations to make the County's policy more competitive. These included <br />a standard county-wide rebate of B5 percent, a three-year term, a minimum <br />capital investment of $1.5 million in land and improvements and machinery and <br />the ability to negotiate on a case-by-case basis if the investment is greater <br />than $30 million. <br /> <br />During his presentation, Mr. Andrews highlighted the following <br />information: (1) Current incentives are investment performance-based and <br />always result in a net gain to the governments; (2) Approved incentives have <br />increased the County's tax base by more than $382,800,000.00; (3) 5,400 jobs <br />have been created or saved as a result of the incentives; (4) Jobs are being <br />created without a minimum clause; and (5) The Charlotte region has the second <br />highest average manufacturing wage. Finally, Mr. Andrews distributed a list <br />of Cabarrus County incentive grants for the period 1996 to the present <br />showing the investment and employment projected by the companies along with <br />the actual investment and employment. <br /> <br />There was general discussion on the current incentive policy, granting <br />incentives to the motorsports industry, offering incentives to telecommuters, <br />guaranteeing the creation of jobs and becoming a bedroom community for <br />Charlotte. <br /> <br />Mr. Andrews reported the EDC Board has reviewed the policy but has not <br />taken action on it. <br /> <br />Mr. Day stated EDC's presentation to the Commissioners is the first <br />step of a county-wide review process of the incentive program. The <br />information will be presented to the local municipalities and brought back to <br />the Board for further discussion at a future work session. <br /> <br />(G-4) Resolution Relative to the Incorporation of the Odell Community <br /> <br />UPON MOTION of Chairman Carpenter, seconded by Commissioner Privette <br />and unanimously carried, the Board adopted the following Resolution relative <br />to the incorporation of Odell. <br /> <br />Resolution No. 2005-27 <br /> <br />CABARRUS COUNTY BOARD OF COMMISSIONERS <br />RESOLUTION <br /> <br />WHEREAS, citizens of the Odell Community are seeking to incorporate the <br />Odell area to include those individuals residing within the boundaries as <br />outlined on the attached map; and <br /> <br />WHEREAS, under current North Carolina law, a town may be incorporated <br />only by act of the North Carolina General Assembly subsequent to the review <br />and recommendation by the Joint Legislative Commission on Municipal <br />Incorporations; and <br /> <br />WHEREAS, North Carolina General Statute 120-163 outlines the procedures <br />that a community must follow in its efforts to incorporate, including a <br />petition signed by 15 percent of the registered voters of the area proposed <br />to be incorporated and verified by the Cabarrus County Board of Elections, <br />and other information such as a proposed name for the city, proposed charter <br />and assessed valuation; and <br /> <br />WHEREAS, the citizens of the Odell community are aware of the process <br />for incorporation and the Odell Incorporation Committee has advised that it <br />filed a petition for incorporation on August 9, 2005. <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the Cabarrus County Board of <br />Commissioners supports the rights of the citizens of the Odell community to <br /> <br />
