<br />October 17, 2005 - Regular Meeting <br /> <br />page <br /> <br />378 <br /> <br />John Day, County Manager, listed a number of items to be addressed <br />during the work session. These included the following: (1) Engineering study <br />of the Tribune Building and cost estimates associated with that building; (2) <br />Elevations of the jail housing units and exterior facades; and (3) Rezoning <br />and a conditional use permit from the City of Concord. The architects and <br />construction managers will be present to present information and answer <br />questions. Mr. Day also commented on the delay of the Jail Annex by four to <br />six weeks and the impact of escalating prices and construction delays. <br /> <br />vice Chairman Carruth requested the meeting at which the consultant <br />provided the jail population projections be aired on Channel 22 for the next <br />several weeks. In addition, he asked for a history of every vote and action <br />taken up to this point on the Jail to be proyided at the work session. <br /> <br />The Board agreed to hold a recessed meeting/work session on Friday / <br />october 28, 2005, at 3:00 p.m. in the Multipurpose Room to consider the jail <br />issues. <br /> <br />There was lengthy debate as to whether there should be a public hearing <br />and/or opportunity for public comments at the work session. Issues addressed <br />included the following: (1) The number of opportunities the public has had to <br />speak on this issue; (2) Written questions or comments to be submitted to <br />Board members by fax or email; and (3) opportunity for citizens to submit <br />comments at an Open House to be scheduled and to speak at the rezoning <br />hearing to be held by the City of Concord. <br /> <br />Commissioner Privette made a motion, seconded by Commissioner Freeman, <br />for the public to have an opportunity to ask questions or express sentiments <br />on any proposed action by the Board at its recessed meeting. The motion <br />failed with Commissioners Privette and Freeman voting for and Commissioner <br />Juba, Vice Chairman Carruth and Chairman Carpenter voting against. <br /> <br />Mr. Day reported the County is required, as part <br />conditional use process with the City of Concord, to <br />meeting and open house to discuss the jail project. <br />would need to schedule the open house. <br /> <br />of the rezoning and <br />hold a neighborhood <br />He stated the Board <br /> <br />Vice Chairman Carruth made a motion to make the architectts drawings of <br />the exterior facades of the housing units available to the public at 1: 00 <br />p.m. on FridaYt October 28t 2005, during an open house in the Rotunda of the <br />Governmental Center; and to provide public comment cards for written comments <br />that will be made available to the Board at its work session. Chairman <br />Carpenter seconded the motion. <br /> <br />Commissioner Privette moved to amend vice Chairman Carruth's motion to <br />include that the open house participants be allowed to present their <br />questions directly to Board members at the work session scheduled at 3: 00 <br />p.m. Commissioner Freeman seconded the amendment which failed with <br />Commissioners Privette and Freeman voting for and Chairman Carpenter, vice <br />Chairman Carruth and Commissioner Juba voting against. <br /> <br />The Board then voted on the original motion (set forth above) by vice <br />Chairman Carruth and seconded by Chairman Carpenter. The motion was approved <br />with vice Chairman Carruth, Chairman Carpenter and Commissioner Juba voting <br />for and Commissioners Privette and Freeman voting against. <br /> <br />Chairman Carpenter reported citizens could call Kelly Sifford, Community <br />Development Manager, for information about the Jail project. She encouraged <br />citizens to fax and/or email comments to Board members. <br /> <br />(K) WATER & SEWER DISTRICT OF CABARRUS COUNTY - REGULAR MEETING <br /> <br />UPON MOTION of Vice Chairman Carrutht seconded by Commissioner Freeman <br />and unanimously carriedt the Board recessed the meeting of the Board of <br />Commissioners at 9:29 p.m., until the conclusion of the meeting of the Water <br />and Sewer District. <br /> <br />UPON MOTION of Vice Chairman Carrutht seconded by Commissioner <br />Freeman and unanimously carriedt the Board reconvened the regular meeting of <br />the Board of Commissioners at 9:30 p.m. <br /> <br />(L) CLOSED SESSION <br />
