<br />November 7, 2005 - Recessed Meeting/Work Session <br /> <br />Page <br /> <br />391 <br /> <br />Commissioner Privette questioned school adequacy in the Odell area. <br />Mr. Marshall provided information regarding capacity of the existing Odell <br />Elementary and the scheduled construction of the Odell replacement school. He <br />also pointed out the developer is agreeing to advance school adequacy <br />($4,034.00 per single family lot) as outlined in the Consent Agreement. <br /> <br />UPON MOTION of Chairman Carpenter, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the Wellington Chase Subdivision <br />with the conditions, including required road improvements, as outlined in the <br />Staff Report, with the stipulation that the required road improvements be in <br />place prior to the occupancy of any homes in the subdivision on January I, <br />2007. <br /> <br />UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Juba <br />with Chairman Carpenter, Vice Chairman Carruth and Commissioner Juba voting <br />for and Commissioners Freeman and Privette voting against, the Board approved <br />the Consent Agreement for the Wellington Chase Subdivision as presented. <br /> <br />The Consent Agreement as approved is on file in the Office of the <br />County Manager. It included such items as the following: (1) The first <br />Certificate of Occupancy may not be issued prior to January 1, 2007, (2) The <br />project will be phased over a period of five years; and (3) Developer will <br />pay $4,034.00 per single family lot to advance school adequacy. <br /> <br />Child Day Care Funding - Budget Amendment <br /> <br />Jim Cook, Social Services Director, presented a request for $356,000.00 <br />of additional County funding for child day care services and asked to use <br />$100,000.00 of over realized revenue from the Child Welfare and CAP budgets <br />for child care services. He reported it would be necessary to terminate <br />child day care services for approximately 170 children without the additional <br />funding. He said losing day care services will significantly impact a <br />family's ability to work and assure the children receive appropriate care. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman Carruth <br />and unanimously carried, the Board voted to place a budget amendment in the <br />amount of $456,000.00 for funding for child day care services on the November <br />21st Agenda as a Consent item. <br /> <br />Plat Extension - Consent Agreement Renewal for Peach Orchard Estates <br /> <br />Jonathan Marshall, Commerce Director, reported the Planning and Zoning <br />Commission granted a one-year extension for the developer of Peach Orchard <br />Estates to file a final plat. One of the conditions of the extension approval <br />was that the Consent Agreement for school adequacy be re-approved or re- <br />negotiated by the Board of Commissioners. The current agreement provides for <br />an adequacy contribution at $1,008.00 per lot. <br /> <br />Mr. Marshall responded <br />standards and the schools <br />subdivision would attend. <br /> <br />to questions concerning applicable development <br />that children from the Peach Orchard Estate <br /> <br />Commissioner Privette requested data on school seat availability. <br /> <br />UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board voted to place the Consent Agreement for <br />Peach Orchard Estates on the November 21 Agenda as New Business item, with <br />updated school adequacy numbers to be provided. <br /> <br />Voluntary Agriculture District Ordinance <br /> <br />Jonathan Marshall, Commerce Director, and Debbie Bost, County <br />Extension Director, presented information on a proposed Voluntary and <br />Enhanced Voluntary Agriculture District Ordinance. Ms. Bost explained <br />adoption of the ordinance would allow farmers to place their property in a <br />voluntary agricultural district that would provide certain protections for <br />their farm operations. <br /> <br />There was a general discussion on the mechanics of the district. Ms. <br />Bost addressed several questions regarding the differences in the voluntary <br />and the enhanced voluntary agricultural districts, tax credits, whether or <br />not property enrolled in an agricultural district could be sold by the heirs <br />for development, and whether or not experimental farming and leased farmland <br />would be eligible to participate in the program. Finally, she presented a <br />county map that identified the Northwest, Easter Cabarrus and Midland areas <br />in which voluntary agriculture districts could be designated. <br />
