<br />November 21, 2005 (Regular Meeting) <br /> <br />Page <br /> <br />396 <br /> <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners I Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, November 21, 2005, <br />at 6:30 p.m. <br /> <br />Present - Chairman: Carolyn B. Carpenter <br />Vice Chairman: Robert W. Carruth <br />Commissioners: Robert M. Freeman <br />Joni D. Juba <br />Coy C. Privette <br /> <br />Also present were John D. Day, County Manager i <br />Jr., County AttorneYi Frankie F. Bonds, Clerk to <br />Honeycutt, Deputy Clerk to the Board. <br /> <br />Fletcher L. <br />the Boardi <br /> <br />Hartsell, <br />and Kay <br /> <br />Chairman Carpenter called the meeting to order at 6:30 p.m. <br /> <br />Boy Scout Troop 173 of Harrisburg Presbyterian Church conducted the <br />Flag Ceremony. Scouts participating in the ceremony were: Daniel Brooks f <br />Billy Durrett, Matthew Edwards, Luke Heagy and Kyle Heagy. <br /> <br />vice Chairman Carruth gave the invocation. <br /> <br />(A) APPROVAL OR CORRECTION OF MINUTES <br /> <br />UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Freeman <br />and unanimously carried, the Board approved the minutes of August 8, August <br />15, August 19, August 20, and August 29, 2005 as written. <br /> <br />(B) APPROVAL OF THE AGENDA <br /> <br />UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the Agenda with the following <br />additions: Old Business (E-l) Amendment to Purchase and Sale Agreement by <br />and between Cabarrus County and Allen Craven LLC for the Purchase of the <br />Former Cabarrus Bank/First Union Buildingi and Supplemental and/or Revised <br />Information for the following items on the Agenda: New Business (G-1) <br />Voluntary Agricultural District Ordinance - Revised 11-21-05; (G-5) Purchase <br />of Right-of-Way on Harris Road - Budget Amendment Allocating $1,500.00 to <br />Harris Road Middle School; (G-7) Contract Award for Digital Multi-Function <br />Devices (Copiers) - Revised Contract; and Water And Sewer District: (K-1) <br />Revised Minutes for October 17, 2005. <br /> <br />(C) RECOGNITIONS AND PRESENTATIONS <br /> <br />(C-l) Recognition of Phyllis Carr on Her Retirement for the Cabarrus County <br />Commerce Department <br /> <br />Jonathan Marshall, Commerce Director, recognized Phyllis Carr on her <br />retirement from the Commerce Department on September 29, 2005. He <br />highlighted many of Ms. Carr's accomplishments throughout her 28-year career <br />with Cabarrus County. <br /> <br />On behalf of the Board, Vice Chairman Carruth presented a plaque to Ms. <br />Carr in recognition of her 28 years of service to Cabarrus County. <br /> <br />(C-2) Resolution Recognizing 2006 as the Year of Kannapolis' Centennial - <br />Celebrating Kannapolis: People, Pride and Progress <br /> <br />UPON MOTION of Commissioner Privette, seconded by Chairman Carpenter <br />and unanimously carried, the Board adopted the following resolution: <br /> <br />Resolution No. 2005-30 <br /> <br />A RESOLUTION RECOGNIZING 2006 AS THE YEAR OF <br />KANNAPOLIS' CENTENNIAL, CELEBRATING KANNAPOLIS: <br />PEOPLE, PRIDE AND PROGRESS <br /> <br />WHEREAS, Kannapo1is wishes to celebrate and preserve its proud textile <br />heritage while embracing its vision of a renaissance which will re-define the <br />city in the 21st centurYi and a centennial committee is presently planning <br />celebrations and observances for the entire year of 2006, collecting and <br />preserving their historic records and photographs, and publishing accounts of <br />their early history and traditionsi and <br />
