The Cabarrus School Board has requested that the $1,500.00 payment be given to Harris Road Middle School. Fletcher L. Hartsell, Jr., County Attorney, requested that the right- of-way request be deferred until the December meeting to allow an opportunity for further discussion with the Department of Transportation officials. UPON MOTION Commissioner Privette, seconded by Chairman Carpenter and unanimously carried, the Board deferred the purchase of the right-af-way on Harris Road by the North Carolina Department of Transportation and the request for the payment to be given to the Harris Road Middle School until the December meeting. (G-6) Establishment of a Historic Commission Jonathan Marshall, Commerce Director, presented a four-step outline as to how the County can increase its role in identifying and protecting historic sites within the county. The outline included the following steps: (l) Examine existing sources to identify historic propertiesi (2) Further evaluation of each identified site by professionals with expertise in this areai (3) The Board may choose to create a historic commission as part of the evaluation processi and (4) The Board and/or historic commission could create guidelines or an ordinance protecting identified historic properties and sites. She asked the County Attorney to address that issue. Fletcher L. Hartsell, Jr., County Attorney, reported a bid protest from Lanier questioned the difference between the words "rental" and "lease." He stated this issue had been addressed by changing the word "rental" to "lease" in the revised contract that was distributed to the Board at the beginning of the meeting. Mr. Hartsell stated all bidders received and bid on the same bid documents and Toshiba was the low bidder. Also, he briefly commented on the legal action involving Systel, which did not bid on the equipment. Commissioner Privette made a motion that the decision on the copier bid be stayed until the Board can hear the protest and then make a decision.
