<br />December 5, 2005 (Work Session) <br /> <br />Page <br /> <br />423 <br /> <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord I North Carolina on Monday, December 5, 2005, at 3:30 p.m. <br /> <br />Present - Chairman: Carolyn B. Carpenter <br />Vice Chairman: Robert W. Carruth <br />Commissioners: Robert M. Freeman <br />Joni D. Juba <br />Coy C. Privette <br /> <br />Also present were John D. Day, County Manager; and Frankie F. Bonds, <br />Clerk to the Board. <br /> <br />Chairman Carpenter called the meeting to order at 3:34 p.m. <br /> <br />vice Chairman Carruth gave the invocation. <br /> <br />Closed Session <br /> <br />UPON MOTION of Commissioner Juba, seconded by Vice Chairman Carruth and <br />unanimously carried, the Board moved to go into Closed Session to consult <br />with the Attorney to preserve the attorney-client privilege and discuss <br />pending or threatened litigation as authorized by N. C. General Statute 143- <br />318.11 (a) (3) . <br /> <br />UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Freeman <br />and unanimously carried, the Board voted to come out of Closed Session. <br /> <br />Following the Closed Session, Chairman Carpenter reconvened the Agenda <br />Work Session at 4:25 p.m. in the Multipurpose Room. <br /> <br />Sponsorship of Rooms at the Historic Courthouse <br /> <br />Noelle Scott, Executive Director of the Caharrus Arts Councilt reported <br />the Arts Council, which is now located in the Historic Courthouse, was <br />looking at a variety of ways to raise funds to create more programs for the <br />theater and exhibit space. She requested permission to seek sponsorships from <br />local corporations for the various rooms such as the theater and gallery. <br />The sponsorships would be for periods of one to five years and there would be <br />a small plaque or other form of sponsor recognition. The funds would be used <br />to help develop programs, such as a performing arts series in the theater. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman <br />Carruthe and unanimously carried, the Board agreed to place the sponsorship <br />of rooms at the Historic Courthouse on the Consent Agenda for December 19. <br /> <br />Dealing with Suspicious Mail and Packages <br /> <br />Bobby Smith, Emergency Management Director, gave a brief overview of <br />standard guidelines for handling suspicious mail and packages. He distributed <br />copies of the Cabarrus County Biological Weapon Standard Operating Procedure <br />along with N. C. General Statute 14-394 that deems unlawful the mailing or <br />transmitting anonymous or threatening letters. <br /> <br />Review of Employee Pay Plan <br /> <br />John Day, County Manager, stated the Board during its FY 2006 budget <br />discussions had asked for options regarding the County's personnel management <br />program. Staff had developed several options which he distributed to the <br />Board for review. <br /> <br />UPON MOTION of Chairman Carpenter, seconded by Commissioner Juba and <br />unanimously carried, the Board agreed to place the review of the Employee Pay <br />Plan on the January agenda as New Business. <br /> <br />Don Cummings, Human Resources Director, briefly reviewed the packet of <br />information that included a chart showing the current plan, options and <br />impacts. He commented briefly on the options associated with the CPI <br />(Consumer Price Index), the market adjustment based on salary study and the <br />performance merit. Information was also provided regarding the merit scale, <br />history of the Cost of Living Adjustment for County Government and the <br />County's Personnel Management Program. <br /> <br />Request for a Fuel Recovery Fee of Five Percent on Each Residential Customer <br />
