<br />December 5, 2005 (Work Session) <br /> <br />Page <br /> <br />424 <br /> <br />Mike Hampton (Municipal Accounts) and Linda Ashendorf (Government <br />Services) of Allied Waste Services (formerly BFI) presented a request to <br />implement a fuel recovery fee of five percent (5%) on each residential solid <br />waste customer beginning on January 1, 2006. They reported the company had <br />experienced an increase of more than 60 percent in the cost of diesel fuel <br />since February 2005. The fuel recovery fee would add 59 cents to each <br />customer's invoice per month in addition to 55 cents per month for the CPl. <br />The new rate with the scheduled CPI increase would be $12.34 per month per <br />residence or $12.93 per month with the proposed fuel recovery fee. <br /> <br />UPON MOTION of Commissioner Juba, seconded by Vice Chairman Carruth and <br />unanimously carried, the Board moved to place the request by Allied Waste <br />Services for a fuel recovery fee of five percent (5%) on the December 19th <br />agenda as a New Business item. <br /> <br />Social Services Request for Four (4) Income Maintenance Caseworker II <br />Positions <br /> <br />Jim Cook, Social Services Director, presented the request for four <br />Income Maintenance Caseworker II positions. He reported an increase of 2,365 <br />Medicaid and Food Stamp cases in the period July 2004 through October 2005 <br />and stated the additional positions were needed to ensure that the cases were <br />handled accurately and in a timely manner. <br /> <br />Mr. Cook and Trish Baker, Income Maintenance Administrator 1 discussed <br />with the Board possible reasons that the case loads for Medicaid and Food <br />Stamp cases have risen significantly more in Cabarrus County in this period <br />of time than in the State as a whole. They also responded to questions <br />regarding services for illegal immigrants, the Federal/State financial <br />reimbursement for the various positions at Social Services and the <br />possibility of a future decrease in the caseloads. Mr. Cook stated the <br />caseloads would be monitored and the positions eliminated if the number of <br />cases decrease. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Freeman <br />and unanimously carried, the Board moved to place the request for the four <br />Income Maintenance Caseworker II positions on the Consent Agenda for December <br />19, 2005, with the provision that the caseloads would be reviewed during the <br />budget process. <br /> <br />Cabarrus Arena - Additional Outdoor Horse Show Rings <br /> <br />Mike Downs, Deputy County Manager, and Frank Lapsley 1 General Manager <br />of the Arena and Events Center, presented the request to construct two <br />outdoor show rings and a practice ring in the existing gravel overflow <br />parking lots at the Arena. Mr. Downs reported that the Queen City Classic <br />Horse Show was very successful and has secured a second show at the Arena. <br />The additional rings will provide enough rings to accommodate Queen City <br />Classic as it continues to grow and will also enable the Arena to host more <br />equestrian events. The cost for the improvements was estimated at $28/000.00. <br /> <br />There was brief discussion regarding the proposed outdoor show rings <br />and parking needs. Mr. Downs pointed out the lots would still be available <br />for parking when not being used for horse shows. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Freeman <br />and unanimously carried, the Board moved to place the request for additional <br />horse show rings and practice ring at the Arena and Events Center on the <br />Consent Agenda for December 19. <br /> <br />County Fair - Carnival Ride Contract <br /> <br />Mike Downs, Deputy County Manager, reported that the contract with <br />Deggeller for the carnival part of the Fair ended in 2005. Staff sent a <br />Request for Proposals to the five top shows in the country. There were <br />scheduling conflicts with some of the companies 1 and Powers Great American <br />Midway was the only company to submit a proposal. He stated Powers has a good <br />track record 1 including the number of rides, food service 1 opening on time, <br />etc. Also, he reported that a majority of the Fair Board was in favor of <br />proceeding with Powers. <br /> <br />Frank Lapsley, General Manager of the Arena and Events Center 1 reviewed <br />a financial analysis of past Fairs and the proposal by Powers. <br /> <br />Mary Ann Cooper 1 Fair Coordinator, provided information regarding the <br />standard length of Fair contracts.
