Bonds, Clerk to the Board <br /> <br />(H-IO) Fiscal Year 2005 Comprehensive Annual Financial Report <br /> <br />Susan Fearrington, Assistant Finance Director, reported the auditing <br />firm (Potter & Company, P.A.) had issued an unqualified audit opinion on the <br />financial statements of Cabarrus County for the year ended June 30, 2005. <br />Also, she reviewed the "Audit Presentation with Financial Updates" prepared <br />by the Finance Department. Highlights of the presentation included the <br />following: (1) Ad valorem taxes were 3.05 percent over budget due to an <br />underestimation of property value and a 10-year high collection rate of 97.70 <br />percent; (2) 15.06 percent growth in sales tax revenue; (3) Expenditures were <br />2.77 percent under budget; (4) Outstanding debt as of June 30 totaled <br />$218,344,483.00 with 88.10 percent for public schools; (5) Annual debt <br />service was 16.4 percent of the total General Fund expenditures at June 30; <br />(6) Undesignated fund balance at June 30 was $30,458,561. 00 with <br />$3,611,064.00 to be transferred to the Capital Reserve Fund in accordance <br />with the Board's Fund Balance policy; and (7) Undesignated Fund Balance as a <br />percentage of expenditures was 22.56 percent as of June 30, 2005. <br /> <br />The Board accepted the 2005 Comprehensive Annual Financial Report as <br />presented. <br /> <br />(H-l1) Resolution on Illegal Immigration <br /> <br />Commissioner Privette presented the <br />immigration and moved for its adoption. <br />motion. <br /> <br />following resolution on illegal <br />Commissioner Freeman seconded the <br /> <br />A RESOLUTION ON ILLEGAL IMMIGRATION <br /> <br />WHEREAS, the United States is a nation of immigrants that has <br />encouraged immigrants lawfully seeking a better life, and this <br />nation has constructed laws and policies to make sure people of <br />all nationalities can legally enter our country and eventually <br />claim citizenship; <br /> <br />WHEREAS, it is now estimated that our nation's illegal <br />immigration population may be as high as 20 million individuals <br />with at least 500,000 new illegal aliens pouring across our <br />borders every year or 42,000 a month; <br /> <br />WHEREAS, the social expenses of illegal immigration for health <br />care, education, and law enforcement are occurring at the rate of <br />$30 billion a year according to a recent economic study of the <br />impact of illegal immigration; <br /> <br />WHEREAS, a recent WALL STREET JOURNAL article notes, "In the ten <br />months ending ths (sic) July 24, 2005, border agents in Tucson, <br />Arizona, arrested 375,000 illegals, and more than 28,000 had <br />criminal records and dozens more came from potentially worrisome <br />countries such as Iraq and Yemen; <br /> <br />WHEREAS, wi th <br />rising cost <br />immigrants; <br /> <br />the ever-present threat of terrorism and the ever- <br />of providing government services to illegal <br /> <br />BE IT THEREFORE RESOLVED that the Cabarrus County Board of <br />Commissioners meeting on Monday, December 19, 2005, do hereby: <br /> <br />1. Direct the County Manager to implement to the fullest extent <br />those provisions of PERSONAL RESPONSIBILITY AND WORK OPPORTUNITY <br />RECONCILIATION ACT OF 1996 (PRWORA) permitting agencies <br />administering state and local benefits to deny such benefits to <br />illegal aliens and to participate in the SYSTEMATIC ALIEN <br />VERIFICATION FOR ENTITLEMENTS (SAVE) system for determining legal <br />
